For the people who return to Kyiv, the authorities cannot give security guarantees yet, as Mayor Vitali Klitschko still considers the capital to be Russia’s “main target”.
Kyiv Mayor Vitali Klitschko said he was concerned about rumors that Russian dictator Vladimir Putin might use tactical nuclear weapons against the capital.

“Safety is now the top priority… Yes, of course we are worried and we hope that our soldiers protect us, but the risk is still there, and without our partners, without the US and European countries, we cannot survive… As a mayor In Kyiv, I tell anyone: “Sorry, this is your personal risk, but we cannot give you guarantees while there is a war in the country.” We cannot give guarantees to any Ukrainian,” said the mayor of Kyiv.
Klitschko has no doubt that Kyiv is still Russia’s “main target”. According to him, Russian attacks could happen “at any second.”
The mayor of the capital added that the war “changed the lives of everyone” and says that he holds his fists to “stop this senseless war as soon as possible.”
