It is no secret that personal data of users is one of the most sensitive types of information, and then huge efforts and means are applied to protect it. In the meantime, there have been many large-scale leaks in Russia lately, the most notorious of which were in the case of Yandex and Delivery Club. And at this moment, when it would seem that fines for events should be tightened, the Ministry of Digital Development is discussing mitigation of penalties for companies for data loss.
In particular, it is planned to completely abolish the fine for the first revealed fact of a leak – instead of it, only a warning will follow. In case of repetition, the fine will be, however, it will be less (previously it was planned to fine the amount of 1% of the company’s turnover). In addition, the fine for concealing the fact of a leak from Roskomnadzor will also be reduced. According to experts, the reduced threat of large fines will no longer encourage businesses to allocate funds for information protection, which means that leaks can only become more frequent in the future.
