The Ministry of Internal Affairs of Ukraine recalled that from July 24, 2022, new rules for obtaining a driver’s license will come into force. The approach to training and the algorithm for passing exams will change – the theoretical and practical parts of driver training are now delimited.
Now, those wishing to obtain a driver’s license must first take a theoretical course at a driving school and successfully pass a test at the territorial service center of the Ministry of Internal Affairs. And already with knowledge of traffic rules and with a Certificate of Completion of Theoretical Training, start a practical course and go out into the streets behind the wheel. Such a distinction between the educational process not only looks logical, but is also introduced taking into account world experience. In fact, this will become a guarantee of road safety, since only those who already know the rules of the road will be allowed to practical training.
In a theoretical course of study, a person needs to master the rules of the road, the rules for operating vehicles, the basics of traffic safety and the provision of medical care. The internal theoretical exam at the driving school is cancelled.
After training, the educational institution generates a Certificate of Completion of Theoretical Training and enters data into the Unified State Register of the Ministry of Internal Affairs. Then – an exam at the territorial service center of the Ministry of Internal Affairs, except for future drivers of categories BE, C1E, SE, D1E and DE.

All who pass it successfully receive a Certificate, which is a pass to a practical course of study. The certificate will be valid for 1 year. That is, those who successfully passed the theoretical exam have a whole year to complete a practical course of study. Provided that this period has passed, and the person who wanted to get a driver’s license has not passed the next practical driving test, he must start training again.
On a practical course, you need to learn how to drive a car. After its completion – an exam. Passing a practical exam at a driving school is required. The institution will issue a Certificate of Completion of Practical Training. It will be valid for two years.
It should be noted that earlier the change of driving school was not supposed. Now you can choose from accredited educational institutions one for theoretical training, and another for practical.
Everyone who, before July 24, 2022, that is, before the entry into force of the Decree, began training, retraining at a driving school and advanced training for drivers of vehicles, continue training in accordance with the old standards and pass internal exams at a driving school and exams at the territorial service center of the Ministry of Internal Affairs according to the old algorithm.
