On the eve of Russia’s full-scale invasion of our country, on February 23, 2022, the Verkhovna Rada of Ukraine adopted as a basis the bill “On the right to civilian firearms” No. 5708 , which legalizes the right to purchase firearms by Ukrainians. Since then, legislators have managed to conduct an online survey on this topic using the Diya service , and now the Ministry of Internal Affairs has made an interesting statement.

In particular, the Deputy Minister of Internal Affairs of Ukraine, Bogdan Drapyaty, in his article for the Voice of Ukraine, spoke about the preparation of the draft law “On the right to civilian firearms”, which the Verkhovna Rada of Ukraine adopted in the first reading. At the moment, the people’s deputies of Ukraine, in cooperation with the Ministry of Internal Affairs and other interested parties, are preparing this bill for the second reading.

“So far, we are the only country in Europe that has not yet regulated the issue of the circulation of civilian firearms by a special act at the legislative level. People’s deputies of Ukraine, making amendments to the second reading, take into account the proposals of the Ministry of Internal Affairs, based on the best international practice.

The draft law will differ significantly from the one voted in the first reading. The final decision is up to the People’s Deputies of Ukraine,” said Bohdan Drapyaty.

Unfortunately, the Deputy Interior Minister did not say what exactly the innovations are, but most likely we are talking about additional restrictions not provided for in the first version of the bill.
