On November 23, the Russians launched another missile attack on Ukraine — explosions rang out in Kyiv and Oblast, Lviv and Dnipropetrovsk Oblasts. Most of the country was left without electricity, water and heat, communication problems are observed. Electricity also disappeared throughout the territory of neighboring Moldova.

The mayor of Kyiv, Volodymyr Klychko, in a comment on the “Kyiv” TV channel, said that 31 rockets flew at the capital – 21 were shot down by air defense forces.
Two missile strikes hit an electrical substation in the Lviv region, and energy facilities in the Dnipropetrovsk region were also hit.
As a result of massive rocket fire, most of the country was left without electricity, water and heat. There are some communication interruptions. The company Netblocks reported that after the shelling of the Russians, Internet traffic in Ukraine fell to 35% of the previous level.
Ukrenergo warned that electricity may be unavailable throughout the country during the day.
Massive power outages as a result of Russian missile attacks also occurred in Moldova. President Maia Sandu published an official statement on this matter on Facebook.
“Russia plunged Moldova into darkness. Russia’s war in Ukraine kills people, destroys residential buildings and energy infrastructure with missiles. People pull out the wounded from under the rubble. People’s lives cannot be turned back, but the power supply can be restored. Let’s fix the technical problems and there will be light again. All government institutions are working on this. We cannot trust a regime that leaves us in the dark and cold, that deliberately kills people for the simple desire to keep others humble,” Sandu wrote.
Due to a decrease in the frequency in the energy system of Ukraine, emergency protection was triggered at the Rivne, South Ukrainian and Khmelnytsky NPPs, as a result of which all power units were automatically disconnected. So far, they are working in project mode, without generation into the domestic power system. The radiation background at the NPP sites and adjacent territories has not changed, all indicators are normal. As soon as the operation of the power system is normalized, the supply of electricity from the NPP will be restored.
Also, due to the decrease in frequency, the power supply of the Zaporizhia NPP’s own needs to the energy system of Ukraine was stopped. The station went into full blackout mode. All diesel generators are in operation. The radiation background at the ZNPP site remains normal, reports “Energoatom”.
“Ukrzaliznytsia” reported on the blackout of sections in Kyiv, Dnipro, Mykolaiv, Lviv, Vinnytsia, Sumy and Kharkiv regions. Dispatch of trains is possible with a delay, currently reserve diesel locomotives are involved in the work. Some directions are cancelled.
The Air Force of the Armed Forces of Ukraine reports that the launches against the objects of the critical infrastructure of Ukraine were carried out from 10 Tu-95ms missile-carrying aircraft from Volgodonsk, Rostov Region and the Caspian Sea, as well as two small missile boats from the Black Sea.
A total of about 70 Kh-101/Kh-555 Kalibr cruise missiles were launched. 51 missiles were destroyed by air defense forces and means. In addition, five Lancet-type attack unmanned aerial vehicles were destroyed in the south of the country.
Currently, the electricity supply in Ukraine is gradually being restored. The light appeared in some areas of the Kyiv region and half of Lviv (also 70% of the city already has water and reports to Sadova). Critical infrastructure is already being connected in Dnipropetrovsk Oblast. The mayors of Kyiv and Kharkiv say that they will try to restore electricity in the cities this night.
