Passions surrounding the metro in Vynogradar do not abate. A year ago, the general contractor for the construction of two new metro stations (“Mostytska” and “Prospekt Pravdy”), “Kyivmetrobud”, demanded through the court to postpone the construction dates to the middle of 2023, since he did not have time to complete the work within the stipulated time – until November 26, 2021 . And now “Kyivmetrobud” itself has found itself in the role of defendant in a lawsuit, which refers to the inappropriate use of funds.
The epic from the metro to Vynogradar began a few years ago (a timeline of the main news can be obtained by tag) — in 2018, KP “Kyiv Metropoliten” held a tender for the second time. The winner was the company “Kyivmetrobud”, with which a contract was concluded as a result. Since then, there have been several scandals related to embezzlement of funds and disruption of work deadlines.
According to the agreement of November 2018, Kyiv was supposed to get two new metro stations by November 26, 2021. The total amount of construction was estimated at slightly more than UAH 6 billion, and during the years 2017-2021, more than UAH 4 billion was allocated for the construction of the metro. The financing of the works was carried out at the expense of the budget of the city of Kyiv.
However, the Kyiv City Prosecutor’s Office believes that not all of these funds were used as intended – for the construction of the metro in Vynogradar. According to the prosecutor’s office, the “Kyivmetrobud” company placed more than UAH 1.5 billion. on a bank deposit. Thanks to this, the company received about UAH 139 million as interest.

The legislation prohibits such actions. That is why the Kyiv City Prosecutor’s Office appealed to the Commercial Court of the City of Kyiv with a statement of claim to recover UAH 183.5 million from JSC “Kyivmetrobud” in favor of the Kyiv City Council and KP “Kyivskyi Metropoliten”.
“The prosecutor asked the court to recover from the defendant UAH 139,090,410.96 of unjustly received funds and UAH 44,370,722.61 of interest for the use of funds,” said Volodymyr Bondarenko, deputy mayor and secretary of the Kyiv City Council.
He added that the court partially satisfied the demands of the prosecutor. For failure to fulfill the terms of the contract, the Commercial Court of the city of Kyiv collected UAH 139,090,410.96 from JSC “Kyivmetrobud” in favor of the territorial community of the city. The decision is expected to enter into force in early December 2022.
