As you know, during the full-scale war, the Russian invaders deported Ukrainian citizens from the occupied territories to the territory of the Russian Federation. Currently, the Russian and Belarusian authorities claim that more than 2.8 million people are allegedly living in these countries, which are waging an aggressive war against Ukraine. In October, President of Ukraine Volodymyr Zelenskyy voiced an estimate according to which Russia deported more than 1.6 million Ukrainian citizens from the occupied Ukrainian territories. It is also known that the Russians deported more than 10.7 thousand children from Ukraine.
Often, during the process of deportation, the documents of Ukrainian citizens were destroyed and lost, which prevented these citizens from returning to Ukraine. In the absence of documents, Ukrainians can return home with the help of a special certificate for returning to Ukraine, which until recently was issued only by diplomatic missions and consular institutions of Ukraine abroad. But there are no Ukrainian diplomatic institutions on the territory of the Russian Federation.
On October 21, the Cabinet of Ministers supported the implementation of an experimental project, within the framework of which the publication of this document is possible in Ukraine, and the application can be submitted by relatives or the Ministry of Reintegration. On November 14, the State Migration Service of Ukraine started a corresponding experimental project.
