The Minister of Defense of Ukraine, Oleksiy Reznikov, announced that he had signed an order on the adoption of the automated system of the Operational Command Center (Dzvin-AC).

“Now all the formal procedures have been completed, the strategic-level ACS has officially joined the ranks and will work for the benefit of the Armed Forces. Next, the General Staff will make a decision on the scaling parameters of this ACS. … It turned out to be a kind of gift for the Day of the Armed Forces of Ukraine. After all, our military is very interested in the ACS strategic level and have been waiting for its full deployment for a long time,” Reznikov noted.

The Ministry of Defense of Ukraine ordered the “Dzvin-AS” Armed Forces control system from “Everest Limited” LLC in 2016. Its essence was to create an automated system of the Center for Operational Management of the Armed Forces.
In the summer of 2020, a few months before the project was handed over, the SBU initiated an audit. As a result, it was installed – this software corresponds to the task.
In its investigation, Bihus.Info reported that the Ministry of Defense of Ukraine spent 600 million hryvnias on the “Dzvin” management system, which ultimately turned out to be unusable.
