In the schools of the Berehiv District in Zakarpattia, significant violations were found: in 37 institutions, the inspection did not find a single class in which education was conducted exclusively in the Ukrainian language, everywhere there is also Hungarian.

In Transcarpathia, significant violations of the state policy regarding the teaching of the Ukrainian language in Ukrainian schools were recorded.

The problem was discovered in the schools of the Berehiv district in Transcarpathia, as they say on the website of the Commissioner for the Protection of the State Language.

Among 108 schools where the Hungarian language is taught alongside Ukrainian, in 37 of them the inspection did not find a single class in which education was conducted exclusively in Ukrainian.

At the same time, Ukrainian legislation prohibits teaching in schools in the language of the national minority. The state policy of Ukraine regarding the language emphasizes the study of Ukrainian as a national language and requires the creation of separate classes or groups to teach the language of the national minority along with the state language.

According to the norms, in such classes, students should study subjects in Ukrainian in the proportion of 20% up to the 5th grade, with a gradual increase to 60% in high school.

However, in the case of the schools of the Berehiv district, the law of Ukraine is not observed: the full names of four educational institutions contain the words “with the Hungarian language of instruction.” And the management of one of them even commented that in all classes subjects are taught simultaneously in two languages ​​in the ratio of 70% – Hungarian, 30% – Ukrainian.

The ombudsman stated that all these violations are contrary to the provisions of the sixth part of Article 5 of the Law of Ukraine “On Comprehensive General Secondary Education”.

Within the limits of state control, institutions are recommended to urgently eliminate the detected violations in accordance with the acts drawn up as a result of the inspection.

Language law in Ukraine

On July 16, 2022, the new norms of the law “On Ensuring the Functioning of the Ukrainian Language as a State Language” entered into force on the territory of Ukraine. The law entered into force three years ago, the Ukrainian parliament voted for it on April 25, 2019.

The main changes in the law affected the role of the Ukrainian language in our society. Since the adoption of the norms, the vast majority of fields are obliged to switch to Ukrainian. This applies not only to the trade industry, but also to advertising, medicine, education, record keeping, and other areas of life.

Ukrainians are fined for violating the law: in the case of the first case, the fine will be from 3,400 to 8,500 UAH, and for repeated violations within a year, you will have to pay from 8,500 to 11,900 UAH.
