The European Commission accepted the proposal to include roaming in the Association Agreement between the EU and Ukraine. This will allow Ukrainians not to pay any additional fees for using their mobile phones when traveling to the EU. Likewise, travelers from the EU will enjoy the same benefits when visiting Ukraine.
Ukraine’s inclusion in the EU free roaming zone is one of the key actions of the revised Priority Action Plan. This plan is a road map for the full implementation of the Deep and Comprehensive Free Trade Area between the EU and Ukraine and the further integration of Ukraine into the EU Single Market. This is the first case of the extension of the EU internal market regime to Ukraine.
The proposal will now be considered by the Council of the European Union. A joint decision should be adopted by the EU-Ukraine Trade Committee to provide a mutual internal market regime for roaming.
It is noted that the speed with which Ukraine will integrate into the internal EU roaming market will depend on the speed of implementation of the relevant EU legislation in Ukraine.
We will remind you that Ukrainian and European telecommunications operators recently signed a Joint Statement, thanks to which Ukrainian subscribers in Europe will continue to be able to use affordable roaming tariffs. However, this agreement is temporary – until July 1, 2023. The inclusion of Ukraine in the EU free roaming zone, which is mentioned in the proposal of the European Commission, will operate on a permanent basis.
