Most of the mortgage loans in 2022 were granted before the start of the full-scale military aggression of the Russian Federation.
The volume of new mortgage lending in Ukraine during 2022 amounted to 2 thousand 9 contracts for a total amount of UAH 1.96 billion, which compared to 2021 is 5.3 times less in terms of the number of contracts and 4.3 times less in monetary terms.
This is evidenced by the results of a monthly survey of banks on the volume of mortgage loans granted to the population.
“The majority of mortgage loans in 2022 – two-thirds of the number of contracts – were granted in January-February before the start of the full-scale military aggression of the Russian Federation. In March-May, mortgage loans were not granted at all, in the summer there were only one issue,” the message says.
It is noted that since September, the mortgage began to gradually recover, primarily thanks to the state lending support programs “Affordable Mortgage” and “eOselya”. Under these programs, borrowers can get mortgage loans at reduced interest rates of 7% and 3% per annum, respectively.
In September-November 2022, banks issued 252 mortgage loans for the total amount of almost 280 million hryvnias, and in December – 405 loans for half a billion hryvnias. This is the highest monthly figure since the beginning of the full-scale war.
“During the war, banks lend for the purchase of housing almost exclusively on the secondary real estate market: the share of concluded mortgage contracts in this segment was 99% of all new mortgage loans in June-December 2022,” the message reads.
Regionally, the largest number of mortgage loans during this period were granted in Kyiv and Kyiv region – 241 contracts for a total amount of almost UAH 345 million (43% of the total), in Volyn region – 48 contracts for UAH 60 million (8%), Vinnytsia region – 37 contracts for UAH 50 million (6%) and Chernihiv region – 54 contracts for UAH 47 million (6%).
Mortgage during the war
The “Affordable Mortgage” program was launched on October 1, 2022. It was assumed that military personnel, employees of the security and defense sector, doctors, teachers and pedagogical workers, scientists will be able to get a soft loan at 3% for 20 years with an initial contribution of 20% for the purchase of housing.
Citizens of Ukraine between the ages of 18 and 70, who are able to pay, who do not have a home or own real estate of less than 52.5 square meters, can participate in the program. m (additional 21 sq. m for each subsequent family member) and are not subject to sanctions.
The algorithm for participating in the program involves submitting an application through “Diya”, receiving a response from banks in “Diya” and choosing a home that is planned to be purchased on the terms of a preferential mortgage. Next, it will be necessary to conclude contracts with the bank and a contract for the purchase and sale of an apartment.
On December 21, 2022, the state subsidized mortgage program was launched in “Die”.
The second stage of the “Affordable mortgage” program is planned for 2023, and all Ukrainians will be able to take part in it by taking out a home loan at 7% per annum.
