The EC commented on the progress in the implementation of recommendations regarding the preparation for Ukraine’s accession to the EU

An oral assessment of Ukraine’s fulfillment of the seven requirements will be presented in the spring, and a large written report will be presented in the fall.

The President of the European Commission, Ursula von der Leyen, states that Ukraine is now showing good progress in implementing the seven recommendations for preparation for joining the European Union.

According to the correspondent, she said this at a joint press conference with the Prime Minister of Ukraine Denys Shmyhal after the meeting of the College of Commissioners of the European Commission with the Government of Ukraine.

The President of the European Commission reminded that it was agreed with Ukraine, as a candidate country, that seven recommendations should be implemented.

“Ukraine is making good progress with these seven steps,” von der Leyen said.

She explained that first there will be an oral assessment of Ukraine’s progress in implementing the seven recommendations. This oral assessment will be presented in the spring for all 27 member states of the European Union.

“But the focus will be on a major written report that will be presented in the autumn in the enlargement report,” von der Leyen said.

She noted that various services of the European Commission are collecting data and conducting negotiations with representatives of the Ukrainian authorities and studying current progress in order to demonstrate the progress made since Ukraine was granted the status of a candidate country for EU membership. In particular, professional experts hold meetings. According to her, yesterday and today the experts considered in detail what still needs to be done to implement the seven recommendations, and what has already been done.

As Shmigal said, of the seven recommendations, such steps as the adoption of the law on de-oligarchization (work is underway on by-laws), the adoption of laws on media and national minorities have already been implemented. Also, the appointment of the prosecutor of the Specialized Anti-Corruption Prosecutor’s Office has already taken place, the process of appointing the director of the National Anti-Corruption Bureau is being completed (the competition commission is at the final stage and conducting interviews with candidates), the election of members of the Supreme Council of Justice of Ukraine has taken place (which creates an opportunity to appoint the Ethics Commission of the Qualification Commission of Judges of Ukraine ( In addition, legislation was adopted on the appointment of judges of the Constitutional Court, as well as to fulfill the requirements of the International Anti-Money Laundering Group (FATF) regarding the transparency of funds.

“Actually, on all seven points, they are either fulfilled, or there is significant progress, and we understand when they will be fulfilled,” Shmyhal noted.

As the prime minister said, submitting an oral assessment in the spring will give an understanding of whether Ukraine has completed the implementation of the seven points and whether Ukraine will be able to start working on the analysis of 35 chapters of the future membership agreement in the summer.

And in the fall, when there will be a big report, we will get the actual final report. This oral assessment gives us the opportunity to approach the big autumn report as well as possible. After that, when we understand our readiness to start negotiations regarding the 35 chapters of our agreement and EU requirements, I am convinced that we will conduct negotiations with the European Union,” Shmyhal said.

Accession of Ukraine to the EU

As reported, in the spring Ukraine is waiting for an interim assessment by the European Commission on the implementation of seven recommendations for the start of negotiations on Ukraine’s membership in the European Union.

The President of Ukraine, Volodymyr Zelenskyy, emphasized that the Cabinet of Ministers of Ukraine should ensure that this year there will not be any obstacles to the start of negotiations on Ukraine’s full membership in the EU.

The Prime Minister of Ukraine Denys Shmyhal stated that the Ukrainian authorities intend to do everything necessary by the end of 2024 so that Ukraine is ready to become a member of the European Union. At the same time, Ukraine should be ready for membership negotiations by the end of this year.
