Global EV sales grew 2020% in 39 to 3.1 million vehicles, according to research firm Canalys. According to forecasts, sales in the world will continue to grow this year, by 2028 sales of electric vehicles will reach 30 million vehicles, and in 2030 it will account for half of all cars sold in the automotive market. Last year, electric vehicles accounted for almost 5% of all sales, this year the number of electric vehicles sold will grow to 7% of the total volume and will exceed 5 million.

The domestic market of electric vehicles is also growing, according to Avtostat, compared to 2019, the Russian electric car park grew by 71% and exceeded the 10 mark. As of January 1, 2021, 10836 electric vehicles were registered in our country. The lion’s share of the domestic electric vehicle market is occupied by the used Nissan Leaf, since it has the lowest threshold for entering the world of electric cars, such a used car can be purchased for an average of 500 rubles. The second place, but with a noticeable lag, is occupied by Tesla – both new and used cars of different models of the brand.

A strong jump in sales of electric vehicles in Russia is due to the fact that import duties on all-electric cars have been zeroed since May 2020, and if in 2017 this applied only to legal entities, now it is also valid for individuals. The zero duty is valid until December 31, 2021. But the abolition of the duty does not mean that all fees have been canceled. So, for the import of “electric trains” now you still have to pay for customs clearance (about 100 US dollars), excise tax (depending on the power of the car), VAT (20% of the value of the car), SBKTS (Certificate of Safety of Vehicle Construction) and ERA -GLONASS (if not installed by the manufacturer, you will have to pay about 40 rubles for it). As a result, despite the zeroing of duties, prices for electric cars did not drop, except that the flow of right-hand drive second-hand Nissan Leafs of the first generation increased. Yes, the waiver of duties applies only to all-electric vehicles, hybrids and plug-in hybrids are imported to us as usual.

In general, in 2021 the situation in our market should change slightly. First, since July 1, 2020, the rules for the import of used cars have been tightened, so the number of Nissan Leaf, Tesla and other used models should be reduced. Secondly, more and more models of electric vehicles are officially brought to our market. If in 2020 only Jaguar I-Pace and Audi e-tron were officially presented at us, then at the end of the twentieth and the beginning of the twenty-first, the Porsche Taycan and Audi e-tron Sportback were added to them. This year, we are also waiting for the appearance of the Audi e-tron GT and Volvo XC40 Recharge on our market (the manufacturer has already posted information about it on the Russian-language page of the official website), and by the end of the year, perhaps, Hyundai will bring its electric models to us under the IONIQ brand. … With Mercedes-Benz, the question is not clear, at least for the freshly presented EQA electric car, the brand representative replied that the car will not be supplied to the Russian market.

As you can see, today the official market of electric vehicles is represented only by rather expensive models, electric cars of the middle price category are in no hurry to supply us. This moment is connected with the fact that, taking into account all the current fees, even despite the abolition of duties, the price of mass electric cars will be quite high and there will hardly be many buyers for the same Nissan Leaf, which in the official delivery will cost at least 3 million rubles. And Hyundai, which at the beginning of last year talked about the beginning of the supply of IONIQ to our market in 2021, revised its plans at the final conference and announced that the brand’s electric vehicles will probably come to us, probably not earlier than the end of 2021 – the beginning of 2022. … Apparently, the Korean manufacturer also considered that the price of their “electric trains” will turn out to be higher than planned, so the company has chosen a wait-and-see position, since, perhaps, the government will give some more concessions on the import of electric vehicles.

To stimulate sales of electric vehicles, in Moscow and the Moscow region, as well as in some other regions, from November 2019 until the end of 2024, the transport tax for owners of such cars was abolished. Moreover, the owner of, for example, Audi e-tron is also exempted from the luxury tax, which is included in the transport tax and applies to cars with a price of more than 3 rubles (by the way, it would be time to reconsider this figure, because for 000 million now obviously not luxury cars being sold). Just for example, the owner of a 000-horsepower gasoline Audi Q3 has to pay 340 rubles a year in Moscow, while for an Audi e-tron with its 8 hp. until 102 the owner will pay nothing. In my opinion, any person, no matter how well-to-do, will find where to spend 000 rubles.

In addition, in Moscow and St. Petersburg today, you can park an electric car for free at municipal paid parking spaces. That is, it doesn’t matter if you come to the center of Moscow, where an hour of parking costs 380 rubles, or you park at the subway on the outskirts with city parking rates of 40 rubles per hour, as the owner of a fully electric car you do not have to pay for parking. Moreover, no special permits, as in the case of a residential parking, do not need to be issued for an electric car. In fact, for those who often travel to the city center on business, it is very convenient, as it allows you to significantly save money. In addition, the largest number of city electric stations is concentrated in the city center, so you can also charge for free.

Last year, they still wanted to push through a permit for electric vehicles to exit and move along lanes for public transport, but the DCC quickly turned this initiative down, which, in general, is correct.

The most convenient option for the owner of an electric car is, of course, installing a stationary charger at home or in the office, but if in the case of a private house this is solved quite simply in most cases, then it is not always possible to do this at parking lots in the city. I know several people who refused to buy electric vehicles due to the fact that the owners of parking lots in their LCDs did not give permission to install chargers. Home charging stations start from about 50 rubles, plus you have to pay for their installation. Against the background of the cost of the car, the charging price looks small and frees the owner from the question of looking for an EZS, you just came to your home / office and put the car on charge. The cost of fully charging the battery at a home station for the same Audi e-tron will be about 000 rubles, which is much cheaper than the price of fuel for cars with internal combustion engines.

If it is not possible to install a home charging station, then the owner of an electric vehicle will have to use the services of urban and commercial EZS. Today in Moscow, free charging stations in the city are installed by Mosenergo and MOEK. To access the first, a Troika card is enough, with which you activate the charging; to access the second, you need to issue a special card, but this is done quickly, and only once you have to come to the MOEK central office to get it. By the way, MOEK also has several EZS in the city, which can also be activated using the same Troika card. These urban EZS are concentrated mainly in the city center, and next to them there are dedicated parking spaces for electric vehicles, which are marked with special signs. The power of urban EZS is usually 11 kW, and it will take about 7 hours to fully charge the e-tron, so they should be used just to partially charge the battery. Of course, if you live or work in the center and such an EZS is under your window, then no one will prevent you from charging your electric car completely on it, for example, during the night or working day. The disadvantages of such EZS are that they are rather slow, you need to pull your Type 2 cable to them, which will be dirty in bad weather, moreover, ordinary cars often take up space for electric vehicles, despite the presence of signs.

MOEK and MGTS have several free fast charging stations in Moscow, they are located in the closed territories of companies, and to access them you need to issue a pass. As in the case of MOEK, at MGTS you simply fill out a questionnaire where the vehicle data is entered, and once you come to the company’s central office, where you will be given a pass and a card to access the EZS. MGTS has fast charging stations located in different districts of Moscow, so you can choose any one and charge on it if it is not busy. Fast EZS have a power of 50 kW, full charging of the Audi e-tron battery at such stations takes an average of 1.5 hours. I will not write down the design of the access card to the disadvantages, since this is done once and is quite simple. What is really inconvenient is that the same MGTS on the territory does not even have the opportunity to drink coffee, besides, they somehow neglect their EZS and in case of a breakdown they do not immediately restore access. And to leave a request for a malfunction, you have to go through a hundred circles of hell while you get through to the right person in the call center. The only thing is that MGTS did not install the charging stations themselves, the Fora company did it for them, but this does not facilitate the feedback process, but only aggravates it, since the companies shift responsibility to each other. MOEK is doing better with fast electric stations and their servicing, since they use their own equipment, but they have 50 kW of power stations concentrated in only one place in the center of Moscow.

In addition to state-owned companies, some others have free EZS, for example, at some Shell and Lukoil gas stations there are 11 kW EZS. And you can also recharge at Audi and Jaguar dealers for free, but, however, not all dealers will meet you halfway, especially if you have a different brand of electric car.

Commercial EZS are mostly fast, 50 kW, prices are about 8/12/17 rubles per 1 kW * h, that is, a full charge of the Audi e-tron battery will cost 560/840/1190 rubles. Charging is paid from your card linked to the application of the company that provides the service. The main players in Moscow and the region that install commercial EZS are Fora (with the largest charging network), EV-Time (slightly less) and RusHydro EZS (a new player). There is also a company called WhatsOn Electric, it has a convenient fast EZS in the underground parking of the business center on Belorusskaya, and payment is made for parking – an hour costs 200 rubles, two hours – 450 rubles, and so on increasing. And there is also a fast EZS with a parking fee (100 rubles per hour) on the territory of the Skolkovo Moscow School of Management, but for some reason it often turns out to be faulty there. By the way, in the same place in Skolkovo, WhatsOn Electric has a free EZS 22 kW, a full charge of the Audi e-tron on it will take about 4 hours.

The most powerful chargers in Moscow and the region today are 120 kW, one Supercharge is only for Tesla from Tesla-Club, and there are EZS from Rosseti on the M11 toll highway. It takes a little less than an hour to fully charge the Audi e-tron battery at the Rosseti EZS, and the price of such a charge turns out to be 320 rubles, if we take it at the usual daily rate for one segment of the toll road section.

All fast EZS have their own cables for connection to the car. Today we have two types of connectors, they are CCS / SAE and CHAdeMO, plus there is always a Type 2 cable or a connector for it.

In general, the owner of an electric car in Moscow or Moscow region can quite easily use his car, even if he does not have a charging station at home / office. Yes, in this case you will have to spend time charging, but if you discard the habit of driving to an “empty tank” and recharging at every opportunity, it will not be a burden. The easiest way will be for those who, on duty, often travel to the city center, where it is not a problem to find an EZS, as well as for those who have a fast EZS nearby or on the road, for example, I have a 50 kW EZS from MGTS located 3 km from houses. With a strong growth in the number of electric vehicles, the existing infrastructure will no longer be enough for the comfortable use of this type of transport, but this can only happen if a large number of electric vehicles of the middle price segment come to our market, which is not yet expected.
