Restrictions on care home residents should be reduced still further

Even in the early days of the pandemic, the mantra that Covid does not discriminate between its victims was obviously wrong. The old and infirm are far more likely to fall seriously ill or succumb to the virus. So it remains a scandal that, before the arrival of the vaccines, so many care home residents were not protected as they ought to have been. Tens of thousands died.

Since then, care homes have been subjected to a range of restrictions much tougher than those endured by the rest of society. Limits on visitor numbers and strict self-isolation protocols, in particular, have conspired to add loneliness and despair to the impact of the virus itself. Many argued that these rules went too far, especially after the vaccines had become available. Care home residents are often at the end of their lives and time spent with family is particularly precious.

The Health Secretary’s announcement of the partial liberalisation of these measures is therefore welcome. Unlimited visits from family and friends will be allowed. Self-isolation periods will be cut, both for those who test positive and for those in care following an emergency hospital visit. Testing and self-isolation requirements will also end following normal visits out.

For society as a whole, the Government is shifting towards treating the virus more like it does flu, with people encouraged to use common sense rather than adhere to guidance or rules. It would clearly be irresponsible to expose care residents to unnecessary risks. But with the vast majority now fully vaccinated and boosted, far more attention should be paid to care home residents’ quality of life. Has Sajid Javid gone far enough?
