The Federal Service for Technical and Export Control (FSTEC of Russia) has signed a contract with the Institute for System Programming. V.P. Ivannikov of the Russian Academy of Sciences (ISP RAS): the document provides for the formation of a specialized center for the study of the security of operating systems based on the Linux kernel, the development of documentation and the creation of a software and hardware complex of the center.

One of the main goals of the initiative is to reduce the possible socio-economic consequences of computer attacks on the critical information infrastructure of the Russian Federation. This will be achieved by increasing the security level of domestic software platforms with the Linux kernel.

In addition, the employees of the new structure will contribute to improving the quality and unification of Russian Linux systems. The project provides for the improvement of domestic software development and testing tools. The center should help improve the qualifications of Linux developers, as well as improve the regulatory and methodological support of secure software development processes in Russia.

As a result of the work, the task of forming a domestic Linux kernel branch and ensuring its security support with constant synchronization with international open projects for the development of the Linux kernel should be solved. It is planned to test the Linux kernel used to create domestic operating systems, including architectural analysis, static analysis of the kernel source code, system and unit testing, and full-system dynamic analysis of tagged data.

The contract amount is 300 million rubles – 100 million rubles each for 2021, 2022 and 2023. The work must be completed by December 25, 2023. Funding will come from the federal budget. More information about the project can be found in the contract card.
