During the period of mobilization and during martial law, civil servants may travel outside of Ukraine exclusively on business trips.
The President of Ukraine, Volodymyr Zelenskyy, said that the NSDC made a principled decision regarding the departure of officials abroad. It applies to all officials of the central government, different levels of local government.
“This applies to law enforcement officers, people’s elected representatives, prosecutors and all those who have to work for the state and in the state. If they want to rest now, they will rest outside the state service. Officials will no longer be able to go abroad on vacation or for some other non-state purpose,” – the president said in his evening address.
According to the decision of the National Security Council, during the period of mobilization and during martial law, civil servants may travel outside of Ukraine exclusively on official business trips. It is noted that the Cabinet of Ministers must make appropriate changes to the rules for crossing the state border within five days.
According to UP, the changes will affect the following officials:
- members of the Cabinet of Ministers, first deputies and deputy ministers, heads of central executive bodies, their first deputies and deputies,
- the head of the Office of the President and his deputies, the heads of other auxiliary bodies and services established by the president, and their deputies,
- head of the SBU, his first deputy and deputies,
- chairman and members of the National Council on Television and Radio Broadcasting,
- heads and members of the Accounting Chamber,
- heads and members of the CEC, heads and members of other state collegial bodies,
- Secretary of the National Security Council, his first deputies and deputies,
- people’s deputies,
- The Commissioner of the VRU and his representatives,
- head of the National Bank, his first deputy and deputies,
- deputy representative of the president in the Autonomous Republic of Crimea and his deputies,
- heads of local state administrations, their first deputies and deputies,
- judges of the KSU, judges, prosecutors, heads of other state bodies and their deputies, as well as heads of structural subdivisions of state bodies, employees booked for the period of mobilization and wartime by state authorities, other state bodies, and local self-government bodies.
At the same time, the SBU must verify the legality of the decisions of the Ministry of Community Development, regional and Kyiv city military administrations regarding the departure of citizens outside of Ukraine, in particular, the validity of entering people into the “Path” system.

Going abroad during the war
At the end of December 2022, it became known that the Cabinet of Ministers wanted to allow all men of conscription age who received reservations from the military draft to go on business trips abroad. Such a procedure should be adopted soon.
In addition, it is worth noting that mobilization is ongoing in Ukraine, and at the end of 2022 the Cabinet of Ministers adopted new rules for military accounting. Among the innovations is to “marry” conscripted Ukrainian men who are abroad.
