Roskomnadzor sent a notice of violation of the requirements for the installation of COPM equipment designed to enforce the Yarovaya Law to 50 small Moscow providers. The agency threatened the companies with fines and withdrawal of their work licenses. Dmitry Galushko, General Director of the consulting firm “Ordercom”, told Kommersant about this.

The publication got acquainted with the letter to one of the operators. The document states that the company did not install the necessary equipment and Roskomnadzor notified the FSB about it. The ministry also stressed that providers face fines. The timing and possibility of correcting the shortcomings are not specified. According to Galushko, companies can be fined from 100 to 200 thousand rubles.

The Yarovaya Law has been in effect since July 1, 2018 and obliges operators and providers to store all data on correspondence, calls, video recordings and other digital information for up to 6 months. In addition, operators are required to increase their storage by 15% annually over the next five years.

Galushko notes that small providers have problems with the implementation of the law due to the too high cost of equipment – the starting price is from 2,5 million rubles. At the same time, operators complain about the lack of equipment certification. The Krasnodar provider Firma Svyaz tried to challenge the requirements for the purchase of uncertified equipment in court, but the decision was in favor of Roskomnadzor.

Oleg Grishchenko, President of the Rosteleset Association (unites 195 telecom operators), emphasized that only large companies and a part of small providers have the necessary equipment. He also noted that companies with up to 5 thousand subscribers cannot afford to install COPM equipment due to the high cost. According to him, the cost of the latter can range from five to hundreds of millions of rubles, depending on the volume of traffic.
