According to the deputy minister, over the past two years, the building register has become a modern and secure IT system belonging to the state.
During two years of reforms, one of the most corrupt spheres in Ukraine – construction – is gradually being transformed into one of the most transparent. And draft law 5655, adopted by the Verkhovna Rada the day before, is the completion of a “complex and daring” reform. This opinion was expressed by Deputy Minister of Digital Transformation Oleksiy Vyskub on his Facebook page.
According to him, two years ago, the building register was not physically located in Ukraine and in private hands. “Any changes to this register could be made (and were regularly made) with the old number, any permit or document could be easily replaced (which was also done regularly), and ambiguous notes were even made in certain fields of the register,” Vyskub wrote , by publishing a screenshot of the corresponding messages in the registry.
“It was impossible to get documentation for the object or at least to find out about the availability of the necessary documents. And it was also impossible to get a permit to start construction or a certificate of readiness of the object without a bribe with a specific “tax” depending on the region, which everyone knew about and the “masters” of this “state business” brought several billion hryvnias a year,” he added.

“Each permit requires the presence of a QR code, which is also placed on the construction site to verify the legality of the construction and the necessary package of documents. Each document, from urban planning conditions, the project to the certificate, is in a single system and is signed by the KEP of the authorized person to prevent forgeries or of any manipulations in the future. Most of the services are already provided online, and some even automatically without an official on the basis of checking data in other registers and cadastres,” Vyskub noted.
According to him, the law was not enough to complete the reform and complete automation of all processes and services. “The law is very bold and reformist. And there are indeed norms that provide for the transfer of certain powers from officials (who do not have expertise and work for a pittance, but do expensive expert work) to business. I am sure that this is the future. And the transfer a number of functions from power to authorized business with strict control and responsibility is a very effective tool for reforming the outdated, overbureaucratized and, ultimately, corrupt system of state management of individual spheres,” Vyskub emphasized.
“In two years, we have turned from one of the most corrupt spheres in Ukraine to one of the most transparent. 5655 allows us to complete this complex and bold reform. I hope we will not miss this chance!” he concluded.
