The Kremlin has rethought its IPSOs, exaggerating the importance of each tactical offensive to demoralize Ukrainians and make the West doubt the importance of military support for Ukraine, the Institute for the Study of War notes.
Moscow is trying to convince the Western countries that Ukraine will not be able to withstand the allegedly overwhelming force of Russian offensives, the results of which will not affect the strategic outcome on the battlefield.
The exaggeration of small victories allowed the Kremlin to explain to the Russians the slow pace of the invaders’ offensive.
“Both versions of the story – the expected blitzkrieg at the beginning of the invasion on February 24 and the impression of an unstoppable, albeit slow, offensive during its second phase – were intended in part to deter the provision of Western aid,” Western analysts believe.
In their IPSO, the Russians sought to reinforce the perception of Russian power before the invasion and downplay Ukraine’s successful resistance in the hope that the West would withdraw its support for Ukraine’s efforts to win the war. “They failed in this,” the Institute said in a statement.

After a series of failures of the occupiers on the battlefield, the confirmations of which regularly appear on the network, experts stated that Russia does not have enough resources to carry out large-scale offensives.
