This is more than half of the money promised by the partners during the full-scale war.
In 2023, Western partners should provide Ukraine with another 33 billion euros of aid. As the Financial Times reports with reference to a study by the University of Kiel, Kyiv received less than half of the promised money last year.
By December 2022, the Ministry of Finance of Ukraine received 31 billion of the promised 64 billion euros. These promises were made by the West over the past year – since the beginning of the full-scale war.
The largest “donor” of the Ukrainian budget was the EU and the European Investment Bank, whose total subsidy amounted to 30 billion euros. More than half of this amount – 17.5 billion euros – has not yet been deposited into the accounts of the Ukrainian Ministry of Finance.
According to Christoph Trebesch, a scientist from the Kiel Institute, it took the EU up to six months to obtain legal and political approvals for some types of financial assistance.
“Such delays are certainly a problem when you’re in the midst of a war and have to finance big infrastructure and military spending while your revenues have fallen,” he said.
In its forecast for the next year, the Ministry of Finance of Ukraine estimated the national budget deficit at 38 billion euros. Instead, the EU promised regular monthly financial support to Kyiv in the amount of 1.5 billion euros – a total of 18 billion euros per year.
As Trebesh pointed out, in the past, Western countries allocated much more financial aid for similar conflicts, and also did it faster. In particular, the war in the Persian Gulf is mentioned, when the costs of the USA, Germany, Japan and South Korea several times exceeded the costs of aid to Ukraine.
“This is an important conclusion for me – if we wanted to, we could do a lot more,” said Trebesh.
