To date, the document has not been signed by six countries of the European Union – Austria, Croatia, Poland, Hungary, Slovakia and Malta.
Sooner or later, all member countries of the European Union will join the declaration of security guarantees for Ukraine. This conviction was expressed during the telethon by Andrei Sibiga, Deputy Head of the Presidential Office for International Affairs.
He recalled that out of 27 EU member countries, six have not yet joined this document – Austria, Croatia, Poland, Hungary, Slovakia and Malta.
“We are now working with these partners so that they also join the declaration,” Sibiga noted.
According to him, there is no need to convince people of the advisability of joining the declaration, because everyone understands that sooner or later this will happen.
“We are just talking about specific things in which this or that state is strong and is ready to take on obligations in one of the blocks recorded in the declaration. I think that all these states have the political will to become a party to the declaration,” emphasized the deputy head of the OP .

The other day, the head of the Presidential Office, Andriy Yermak, named the EU and NATO countries that have not yet joined the declaration of security guarantees for Ukraine. In addition to the countries of the European Union, this is, in particular, Türkiye.
Ermak noted that Ukraine is ready to move from consultations to bilateral negotiations with countries to conclude agreements on security guarantees. He noted the importance of the legally binding nature and further ratification of relevant agreements.
As you know, on July 12, 2023, the leaders of the G7 countries, within the framework of the Vilnius NATO summit, determined the goals of the security commitments for Ukraine. Thus, the G7 countries began the process of negotiations with Kiev to determine long-term security obligations for it. All countries wishing to undertake obligations to provide security guarantees to Ukraine can join the declaration.
