In particular, it is proposed to reduce the conscription age from 27 to 25 years.
The Cabinet of Ministers of Ukraine submitted to the Verkhovna Rada a bill on improving mobilization and military registration. This was announced by the representative of the Cabinet of Ministers in Parliament Taras Melnichuk.
“The Cabinet of Ministers of Ukraine, as a subject of legislative initiative, registered in the Verkhovna Rada of Ukraine: The draft law “On amendments to certain legislative acts of Ukraine regarding the improvement of certain issues of mobilization, military registration and military service,” he wrote.
In addition, Melnichuk said that the government registered in the Rada a bill “On amendments to the Code of Ukraine on Administrative Offenses and the Criminal Code of Ukraine regarding strengthening liability for military offenses.”
In the explanatory note to the bill on improving mobilization, which was uploaded by Hromadske, the following proposals are listed:
- reducing the conscription age from 27 to 25 years;
- improving the pre-procedure for military registration of conscripts, those liable for military service and reservists;
- providing the opportunity for military personnel released from captivity to rest and undergo recovery by providing them with additional leave while maintaining monetary support for a duration of 90 calendar days;
- exclusion of conscript military service as a type of military service. Thus, it is proposed to transfer all conscripts to the reserve;
- establishing that those liable for military service who served during the legal regime of martial law and were discharged from service into the reserve are not subject to conscription for military service during mobilization for two years from the date of dismissal from military service. Such persons during the specified period may be called up for military service with their consent;
- exclusion from the list of conclusions of military medical commissions of the conclusion on limited suitability for military service;
- introduction of basic combined arms training for citizens of Ukraine for up to 3 months for all citizens aged 18 to 25 years at all educational institutions;
- introduction of basic military service at will until age 25 for those who have not completed basic combined arms training;
- establishing restrictions on the rights of Ukrainian citizens who evade military registration and military service;
- involvement of administrative service centers, employment centers and recruiting centers in recruitment activities for military service.
In addition, it is offered the opportunity to send a summons to the TCC and SP through the electronic account of a conscript, a person liable for military service and a reservist, or by e-mail.
Note that these proposals may still be changed, since the bill must be considered in parliament.
Updated: People’s Deputy Yaroslav Zaliznyak published the text of the bill. The text of the draft law also stipulates liability for failure to appear at the military registration and enlistment office. The following “temporary measures” may be applied to citizens:
- ban on traveling abroad;
- ban on transactions with movable and immovable property;
- restriction of the right to drive a vehicle and obtaining a driver’s license;
- restriction of the rights to dispose of funds and other valuables;
- refusals to sign loan agreements;
- suspension of benefits and services from the state.
The temporary measures will be canceled according to the message from the head of the TCC.
In addition, men of military age who are abroad will be able to obtain a passport only after presenting military registration documents. This applies to both internal and international passports.
Mobilization in Ukraine
The head of the personnel department of the headquarters of the Ground Forces Command of the Armed Forces of Ukraine, Colonel Roman Horbach, in response to a request from Hromadske journalists, explained that they plan to expand the circle of people who can be mobilized using three categories of citizens. We are talking, in particular, about those whose deferment period from conscription for military service has expired during mobilization.
Let us recall that on December 19, at a press conference on the results of 2023, President of Ukraine Vladimir Zelensky said that the military proposed to mobilize an additional 450-500 thousand people.
