Scandalous amendment to the required law

The parties did not lose their control – they started talking in parliament about the need to preserve the gene pool by popularizing reproductive technologies. The result of this was bill No. 8011, whereby Ukrainian soldiers could safely save their reproductive funds from cryobanks.

At the beginning of 2024, it was announced that the deputies, before other readings, introduced changes to the document “tsikavi”, which, apparently, do not fit on the head.

The amendment by People’s Deputy Mikhail Radutsky, which caused a scandal, reads like this: “When an individual dies or is recognized as having died in the established order, the reproductive tissues of which are preserved, their preservation is subject to further disposal.”

In the screenshot, which was published by the author of the said law, people’s deputy from the “Servant of the People” Oksana Dmitrieva, the amendments are also in force: “Remnants of nutrition for postmortem reproduction are deprived of the unregulated national law Therefore, it is proposed to convey that after the preservation of reproductive cells, the stench promotes disposal.”

Zrada or not zrada

The scandalous amendment, coupled with various other provisions of the law, which may be interpreted ambiguously, leads to the idea – “They want to take away life from the military after death.”

The most Ukrainians were upset by those who came out of what was written: the widow of the soldier wanted to be confronted with the fact that it is not she who has the largest share of the reproductive cells of her loved one, but the one who wants to destroy the power. In addition, if the homeland of the military service paid for the conservation of reproductive tissues on its own, then it can switch to free saving (although it is not clear that they can turn back to the paid for the conservation of the squad, if the person died). And since the homeland immediately entered into the free savings program (from the financial state), then switching to a fee (with your own money) is not transferable…

Lawyer Daniil Popkov points out that the scandalous amendment does not mean people have to pay to save biomaterial from the water: ““To deny the right to free of charge” does not mean that their material will now automatically be saved without payment But it’s needless to say what people are can apply for free of charge and save money (smartly, write an application, and then pay budget money for it). In this case, in paragraph 4 it is repeated once again: “to withdraw the right … in the order of the Cabinet of Ministers of Ukraine.” So, those who pay themselves can not pay , if there is a proper order to the Order and if there are budget money. Or you can save more for your own. Changes are worth free savings, not private ones. I guess the logic here is this: as long as people are alive, the country will have to pay for savings, as for died, then the material is being recycled.”

In this case, it is emphasized that some of the details of these provisions may be determined by the Cabinet of Ministers, which means that the disposal lines will also be divided by the Cabinet of Ministers.

Everything can be corrected

Behind the words of the lawyer, there is no harm – the law does not introduce any control mechanisms, and there is no mention of sabotage of military forces. The conclusion is that in birch nothing will change and “nobody recycles anything.” Ale means that “some points of the law could have been spelled out better.”

Therefore, although the law may come into force on the 23rd of February, nothing terrible will happen after this date.

First of all, now all military service workers who are already taking part in reproductive programs, or plan to get it, will pay for a pittance. Therefore, the law of theirs is not yet fussing.

In another way, the Cabinet of Ministers simply rejected the mandate to adopt the necessary regulations and plan in the budget for 2025 the budget for related programs. There are no free cryopreservation programs (that is, financed from the state budget) and the conservation of biological material donated by the military, and not a penny has been transferred.

Prote, after causing a resonance, to explain what happened and why such a wretched amendment “sneaked” into the law, the parliamentarians took it upon themselves (perhaps because at the hour of voting with another, no one was against it). I am already obligated to register the necessary changes.
