The self-proclaimed President of Belarus Alexander Lukashenko allowed the country’s military to use firearms and military weapons, as well as special equipment, against citizens. This is stated in the corresponding decree of the Belarusian dictator.
According to the document, from now on, military personnel have the right to use physical force, special means, combat and special equipment, weapons, taking into account the situation, the nature of the crime, the administrative offense and the perpetrator in accordance with the requirements of general military regulations.
In this case, the person against whom “physical force, special means, combat and special equipment” may be used must be explained that this is possible and given time to “comply with the requirements of the law.” The exception is cases when “delay creates a direct threat to the life of a serviceman or other citizens or can lead to other serious consequences.”
Previously, Belarusian legislation provided that the use of physical force, special means, weapons, military and special equipment by military personnel due to abuse of power entails liability established by legal acts.
Let us add that last month Lukashenko introduced changes to the law on state security agencies. Innovations made it possible to use weapons against women, children and people with disabilities in “cases of armed resistance, armed or group attack or other actions that threaten the life or health of people.” Previously, this was only permitted in the event of an armed attack.
