Fyodor Venislavsky, a member of the Verkhovna Rada Committee on National Security, Defense and Intelligence, told us what restrictions on rights the committee supports.
The mobilization bill could be put to a vote in parliament before the end of this month. People’s Deputy, member of the Verkhovna Rada Committee on National Security, Defense and Intelligence Fyodor Venislavsky spoke about this during a briefing in Kyiv on March 6.
According to him, the committee is “determined” to finalize its conclusions on the bill within one to two weeks. “Accordingly, after this the committee’s conclusion will be voted on, which is mandatory for consideration of the bill in the parliamentary hall. I think that there is every chance that this bill will be included in its finalized form, in the summary comparative table for the second reading by the end of this month “, he said.
As Venislavsky explained, this bill does not provide for the practical implementation of the idea “everyone will serve.” According to him, the provision for complete coverage of military service in one form or another for the entire male population from 18 to 50 years old is “still a post-war prospect.” Now the Rada simply wants to put things in order with those abuses in the field of mobilization that are taking place today.
“The current law does not limit the number of higher educations, that is, a person can receive a second, third, fifth higher education. And all this will be the basis for receiving a deferment from conscription. We will definitely remove this and there will only be consistent higher education, that is, pre-higher, higher, master’s and postgraduate studies,” the people’s deputy commented.
Also, according to Venislavsky, those cases where many persons liable for military service were registered as guardians for one incapacitated person, receiving the right to a deferment, will not be grounds for deferment.
“Or caring for persons who are persons with disabilities, if this disability was acquired after a full-scale invasion without the presence of appropriate medical criteria for its acquisition. We also add this,” he continued.
Thanks to this, according to the people’s deputy, the number of people who can be mobilized during martial law will increase significantly.
Venislavsky also said that the members of the committee so far allow only one restriction for citizens liable for military service who did not appear at the TCC on a subpoena – the right to drive vehicles. There are no plans to limit the right to dispose of funds in the account and the right to travel abroad.
Mobilization bill – main news
At the end of January, the Cabinet of Ministers submitted to parliament a new version of the draft law on mobilization. The previous version, which was introduced at the end of December 2023, was withdrawn by the government due to criticism.
On February 7, the Verkhovna Rada voted for the bill in the first reading. After this, the draft law was submitted to the relevant committee for consideration.
Now the Verkhovna Rada continues to work on amendments to the draft law on mobilization. On March 4, Deputy Chairman of the Verkhovna Rada Committee on National Security, Defense and Intelligence, Yegor Chernev, said that submitting the document to a vote is a matter of days, not weeks.
