What is a “white” ticket and who is it issued to?
The “white” ticket is a narrative from the Soviet Union, when the military ID was red and was issued to all men fit for military service. Those who, in the opinion of the military medical commission, were considered unfit, were given a white ticket. Legally, such a document does not exist, so the very concept of a white ticket is more about status and condition than about a “piece of paper” as such.
There is a certain schedule of diseases that determine the condition of a person liable for military service; they are divided into 4 degrees:
- a – whoever is unfit in wartime and peacetime is excluded from military registration;
- b – unfit for military service in peacetime, unfit or limited fit in wartime;
- c – limitedly suitable in peacetime, suitable or limitedly suitable in wartime;
- g – suitable in peacetime and wartime.
In Ukraine, these provisions are regulated Order No. 402 on the Regulations on military medical examination in the Armed Forces of Ukraine. According to it, any man who received a military ID “unfit in peacetime and wartime”, having category “a”, will not be registered – he remains untouchable for mobilization.
Do those who are not fit for mobilization need to undergo the IVC?
If a man liable for military service has received the conclusion of the military military commission “unfit for military service with a review in (6-12) months,” then he will most likely be interested in whether it is possible not to undergo the military military examination after this time.
It is important to understand the logic here – such a conclusion, as a rule, is given on the basis of points 7, 11, 12 d, 13d, 24, 37, 44, 48, 56, 59, 65, 72, 81 of the same disease schedule. The military medical commission assumes that to cure a disease that prevents one from obtaining the “fit” status, a period of six months to a year is necessary. After this, the man must go through the military military examination again – either confirm his unfitness for service, change his status to “unfit,” or join the ranks of the Armed Forces of Ukraine with the status of “fit.”
