The government has expanded the list of imported goods that will be imported into Ukraine without payment of import duties and VAT — tax benefits now extend to Starlink equipment, water purification products and tools, as well as spare parts and components for the manufacture of electric generators. The relevant decision was made at a meeting on November 29, the press service of the Cabinet of Ministers reports.

Abolition of duty and VAT on Starlink

At the beginning of November, the Cabinet of Ministers abolished duties and VAT on batteries, generators and other goods that should help survive the energy crisis. At the same time, the DMSU explained that the benefits apply exclusively to legal entities, and nothing changes for individuals – the procedure is regulated by Chapter XII of the Customs Code of Ukraine. Today, the list of goods that are temporarily exempt from taxation (import duty and VAT) has been expanded by several items, including satellite communications to the Internet (Starlink). The Ministry of Economy expects that thanks to tax benefits, the corresponding products will become cheaper by about 25%.

At the same time, today it became known that Starlink has raised prices for Ukraine: the cost of equipment has increased from $600 to $700, and the subscription fee from $60 to $75.

To each “Point of Invincibility” by Starlink

The government also announced plans to buy a large batch of thousands of Starlink satellite terminals, which will be imported duty- and VAT-free. These terminals are planned to provide “Points of Invincibility”, which began to be deployed last week. As a reminder, these are specially equipped places on the basis of the State Emergency Service and other government structures, where you can charge phones, warm up, and drink warm drinks. After the launch of the initiative, it became clear that not all locations on the “Points of Invincibility” map really work, and almost nowhere there is no Internet. So far, officials are actively working on solving the problems.

Currently, the government is negotiating the possibility of buying a new large batch of thousands of starlinks for Ukraine. Today we will also approve the necessary documents so that Starlinks can be imported to Ukraine without duty and VAT. This will reduce their cost and allow them to be provided to the greatest number of people and organizations.”

The Prime Minister noted the responsible business that previously joined the initiative and set up its own “Points of Invincibility” — in stores, pharmacies, bank branches and gas stations. The other day, Ukrzaliznytsia announced its readiness to set up Unbreakable Points — stationary heating points are being prepared at 16 of the largest railway stations, which will be deployed within an hour in the event of a blackout. There you will be able not only to warm up, but also to charge your gadgets, use the Starlink Internet, and receive first aid.

About the situation in the energy system of Ukraine

According to Prime Minister Denys Shmyhal, with a deficit of 30%, network costs and priority recovery of critical infrastructure, 50-60% remains for the population in each oblast to cover needs. This is enough for consumers to receive electricity for at least 5-6 hours a day.

Two key components to improving the situation are strong air defenses capable of protecting our skies and rapid repairs to damaged power equipment. As for air defense, over the past month, as the Prime Minister notes, there has been significant progress — primarily due to the supply of modern Western systems. At the same time, the USA and EU partners are helping Ukraine to restore its energy infrastructure. For example, only Lithuania handed over 114 transformers to us.

Today’s time is not peaceful, so we try to turn months into weeks, and weeks into days. Thousands of energy workers work for this every day and night.”
