the Russians continue to attack the critical infrastructure of Ukraine, which is why various objects and systems, including traffic lights, do not work in various cities during forced power outages. Traffic at intersections in such cases is increasingly regulated by patrol officers – in view of this, the Ukrainian Patrol Police once again reminded drivers and pedestrians of the meaning of the traffic controller’s signals by publishing a visual reminder – videos and photos that will help refresh your knowledge and repeat paragraph 8.8 of the rules traffic
The most important rule: the adjuster has the highest priority. This means that when he enters the road, his gestures take priority over the traffic lights and the corresponding road signs.
What do the gestures of the regulator mean during traffic
- The adjuster stands facing or with his back to the road user, his arms spread to the side, lowered, or the right hand with the baton or red disc bent in front of the chest to the left (illustration below). This means that movement is prohibited in all directions; the position of the regulator is equal to the red signal of the traffic light (Clause 8.8 (a) of the Traffic Regulations).
- The regulator stands facing the right hand holding the stick (red disk) extended forward to the road user. This means that traffic is prohibited straight and to the right movement is allowed; the position of the regulator corresponds to a red traffic light signal with a green arrow to the right (Clause 8.8 (b) of the Traffic Regulations).
- The hand of the adjuster with the rod is raised up, the position of the body does not matter. This gesture means that the traffic at the intersection will now change. This position means “Attention!” and a yellow traffic light. Cars and pedestrians must leave the intersection, traffic is prohibited (Clause 8.8(c)).
- The adjustment is turned to the left side with the rod arm extended forward. It is allowed to drive in any direction: right, left, straight, and also turn around. This regulator signal means a green traffic light. (Clause 8.8 (b) of the Traffic Regulations).
- The adjuster stands on the left or right side of the machine, his arms are lowered, extended to all sides or bent and pressed to the chest. You can drive straight or to the right, first passing pedestrians. Such a signal means a green traffic light, but with the prohibition of left turn (Clause 8.8 (a) of the Traffic Regulations).
- The regulation stands on the right side with a hand extended forward with a staff. This means that traffic is prohibited in all directions; the position of the regulator is equal to the red signal of the traffic light (Clause 8.8 (b) of the Traffic Regulations).
At the same time, the patrol police note that the regulator can give other signals that are understandable to drivers and pedestrians.

At the end of November, the patrol police of Kyiv reported that against the background of power outages that began on October 10, road accidents involving pedestrians doubled, and deaths increased sixfold. We encourage pedestrians not to neglect traffic rules and to use reflectors when driving on roadways and roadsides in the dark or in conditions of insufficient visibility. Clause 4.4 of the Traffic Regulations of Ukraine requires this. Yes, there is no provision in the Code of Ukraine on Administrative Offenses that provides for liability for failure to comply with this clause of the traffic rules, and is it worth risking one’s life?
