In an interview with Forbes, the head of the Ministry of Economy of Ukraine, Yuliya Svyridenko, said that the government plans to allow Ukrainians who have received reservations from the draft to go on business trips abroad.
The Verkhovna Rada instructed the Cabinet of Ministers to develop new reservation criteria by January 4, 2023. Currently, the resolution is being negotiated and, as Svyridenko emphasized, “the discussion is in full swing.”
One of the criteria assumes that Ukrainians booked from mobilization will be able to go abroad on business trips. First of all, permission will be given to:
- public sector workers who “perform mobilization tasks”;
- specialists of enterprises that produce products for the Ukrainian military;
- employees of enterprises that are “critically important for the economy.”
The Minister of Economy noted that the Cabinet of Ministers “does not plan to allow everyone to go abroad”, the initiative will primarily focus on helping Ukrainian businesses.

“Our task is to help businesses go abroad to conclude new contracts, agreements, and participate in exhibitions,” says Svyridenko.
We will remind that since September, the Ministry of Economy and the Ministry of Statistics planned to launch the mechanism “EU Mission” for the departure of men of conscription age in labor cases abroad, but the project was not supported by Prime Minister Denys Shmyhal, as well as the Office of the President.
Employees who received a reservation earlier can renew it after the deadlines. Postponement of the draft is granted for six months. In September, the government also approved a proposal by the Ministry of Economy to extend the deadline by another two months for workers booked in March and April.
