The main service center of the Ministry of Internal Affairs shared current statistics on the number of registered passenger electric cars — as of January 1, 2023, 46,830 were officially registered.
In 2022, a total of 13,321 electric cars were registered by service centers of the Ministry of Internal Affairs – this is 56% more than in 2021, when their number was 8,541. These figures are only for passenger electric cars – these statistics do not include trolleybuses, scooters and other transport vehicles vehicles with electric motors.
We will remind you that in 2020, the law on the infrastructure for electric vehicles entered into force, which, among other things, introduced “green” number plates and the use of the pure Latin alphabet in them. Such license plates began to be issued in the fall of 2020.

Ukrainians quite actively switched to electric cars and were in the fairway of the electrification of the automotive industry even before the start of a full-scale war (as you know, in Ukraine electric cars are exempt from VAT and import duty at least until the end of 2025), and the fuel crisis and the subsequent rise in prices in the spring led to rapid growth demand for electric models. If we consider “hybrids”, there are already more than 100,000 electrified passenger cars in Ukraine.
The number of electric cars imported to Ukraine increased by almost a third during the year. The championship is held by the Nissan Leaf
What can I say here, in general, this is a good trend. You don’t need to be an analytical genius or a great financial expert to predict the further growth of demand for electric models and the acceleration of the growth rate of the electric car market, taking into account world trends and current realities. Demand for battery electric vehicles (BEVs) continues to grow in the EU, which recently approved a complete ban on the sale of new fossil fuel-powered cars from 2035.
At the end of September, Energoatom announced the creation of a network of 120 fast charging stations for electric vehicles in two years — 40 of high capacity (160 kW) and another 80 of medium capacity (60 kW) in regional centers and on the main highways of Ukraine. However, Ukrainian energy is currently suffering from Russian missiles and drones, so it is not yet clear how this will affect the original plans and schedule.
It can also be mentioned that in 2021, the Ministry of Infrastructure of Ukraine proposed to ban the sale of gasoline and diesel cars from 2030, then this initiative stopped at the stage of public discussion. Even earlier, the department proposed to change the DBN and make charging stations for electric vehicles mandatory on all public highways.
