The text of draft law No. 10380 of 12/26/2023 on amendments to the Customs Code and other regulatory acts of Ukraine regarding customs clearance of cars using the Unified State Web Portal of Electronic Services has been published on the VRU website.
This draft law proposes to introduce the possibility of submitting an electronic customs declaration for the customs clearance of a passenger car by means of the Unified State Web Portal of Electronic Services (“Action”) before Ukraine acquires the status of EU membership.
At the same time, it is proposed to introduce an electronic database for adjusting the customs value of cars, which will contain information about the customs value of new passenger cars, taking into account the brand, model, volume of engine cylinders, type of fuel.
It is also proposed to introduce a mechanism for adjusting the customs value of used cars, which will be applied in the event that the declared customs value is less than the value of an identical car contained in the database. To determine the customs value of old cars, it is suggested to use the value of a new passenger car, taking into account the age factor. For example, for a car up to 1 year of operation, this coefficient is 0.95, and for a car 15 years old and older – 0.1.
We will remind you that the car customs clearance service in Diya was promised to be launched by July 1, 2022. However, it was postponed due to the lack of the necessary regulatory framework. There is hope that now the deputies will promptly consider the bill No. 10380 and support it, which will finally allow this long-awaited service to be introduced.
