Games with AI content on Steam: Ban cannot be allowed

Valve is gradually opening up Steam to games that use AI-generated content – at first it denied hosting to some developers whose games contained neural network-generated assets. But later she clarified that she is not against games that use AI technologies at all — for compliance with the rules. After months of researching this issue and discussing it with AI tool developers and game creators, Gabe Newell’s company is changing the way it approaches such games.

A new approach to the release of games on Steam using AI

First, Valve is updating the survey that developers go through when submitting games for review on Steam – it now includes a separate section for AI disclosure. In it, authors must describe how these technologies are used to develop the game and which of two general categories it falls into:

  • Pre-generated content – ​​any type of content (graphics, code, sound, etc.) generated by AI during development (before release). Developers undertake (in accordance with the Steam Distribution Agreement) not to use content that is illegal or violates the copyrights of others. Also, marketing materials should match the content of the game. Valve, for its part, will verify compliance with these requirements and will additionally evaluate non-AI generated content.
  • Real-time generated content – any type of content created by AI after the game is released. In addition to the rules that apply to pre-generated content, there is another requirement for this category: in the survey, developers must describe the safeguards implemented in-game to ensure that AI does not generate illegal content.

Valve will use this data when reviewing the game before release and will mark such games – some information about the use of AI for transparency and awareness will be displayed directly on the game’s Steam page.

Second, Steam is implementing a system that will allow players to complain in real-time about illegal holds inside games with generative AI. If necessary, players will be able to complain directly through the Steam overlay

The only exception is adult-only sexual content generated by artificial intelligence after launch. Valve says they are not ready to release such games on Steam, but do not rule out the possibility in the future if the situation changes.

It took some time to figure out our approach to these issues, and we’re sorry that it made it harder for some developers to make decisions about their game development. However, in our opinion, rushing to take a position on such complex issues would not benefit either our players or our partners.

We’ll continue to learn from the examples of games developers submit to Steam, monitor AI regulatory developments, and update our decisions accordingly.
