North Korea’s artificial intelligence development raises concerns about sanctions

North Korea is developing AI technologies for everything from responding to COVID-19 and protecting nuclear reactors to military simulations and government surveillance, according to a new study.

International sanctions imposed over North Korea’s nuclear weapons program may have hampered its efforts somewhat, but it appears to be using the latest technology, wrote study author Hyuk Kim of the James Martin Center for the Study of Nonproliferation (CNS) in California.

“North Korea’s recent AI/ML efforts represent a strategic investment to strengthen its digital economy,” Kim wrote in the report, which cited information from open sources, including state media and magazines, and was published Tuesday by the 38 North Project.

Some North Korean AI researchers have collaborated with foreign scientists, including in China, the report said. North Korea also launched an Artificial Intelligence Research Institute in 2013, and several companies have promoted commercial AI products in recent years.

During the COVID-19 pandemic, North Korea used artificial intelligence to create a model to assess the correct use of masks and identify priority clinical symptoms of infection.

North Korean scientists have also published research on using AI to keep nuclear reactors safe. A U.N. watchdog and independent experts said last month that a new reactor at North Korea’s Yongbyon nuclear complex appeared to be operating, giving the country another potential source of plutonium for nuclear weapons.

The development of artificial intelligence poses many challenges, Kim wrote:

“The effort to develop a wargaming simulation program using machine learning reveals North Korea’s intent to study the operational environment against potential adversaries. In addition, North Korea’s ongoing cooperation with foreign scientists is of concern to the sanctions regime.”
