Taiwan invests $500 million in AI development and development of its own language model – to counter Chinese influence

When asked who won the island’s most recent presidential election, Chinese chatbot Ernie replies “Lai Tsinghe,” but then makes sure to add, “No matter how the situation in Taiwan changes, the basic fact is that there is only one China”.

The above comment echoes the words of Beijing diplomats after the election of a US-friendly presidential candidate in Taiwan, which China wants to rule.

Politically biased responses from Chinese chatbots are a major concern in Taiwan, as is the influence of major Chinese platforms like TikTok or e-commerce app Xiaohongshu on the island’s cultural and political ideas. To soften it and gain a foothold in the newly established artificial intelligence ecosystem, Taiwan provided in the budget about $555.6 million for the development of experience and tools in the field of AI until 2026, reports Bloomberg.

Near $7.4 million will be spent on the Trustworthy AI Dialogue Engine or Taide – a large language model, which, according to its developers, will provide companies, banks, hospitals and government agencies with a platform to perform tasks such as writing emails and summarizing meetings.

“The big language model embeds the region’s knowledge system and, moreover, its core values: freedom, democracy, human rights,” said Li Yu-zhe, professor of applied mathematics at National Chao Dong University and coordinator of the Taide project.

Taiwan already plays a key role in the development of artificial intelligence, as TSMC is the main manufacturer of AI chips for Nvidia. A push for an internal language model and a corresponding software and engineering ecosystem should move the island further up the development chain.

Taide developers license content from local media and government agencies and then add it to Llama 2 (a large open source Meta language model). One of the advantages of this approach is that the content will be printed in the traditional Chinese characters used by the island’s 23 million residents, instead of the simplified version that exists in China.. An early version of Taide should be released this April to select partners for testing.

Taide’s funding pales in comparison to the billions spent on similar projects by giants like Meta and Microsoft. Although ChatGPT has a Chinese-language option, it is not ideal for the island’s needs, and the main reason is that the government and companies do not want private data to be hosted on the OpenAI platform.

The developers of Taide also say that their final product will ensure the secure handling and storage of sensitive banking, medical and official information, especially since it will be stored on servers in Taiwan.
