All three Ukrainian operators (Kyivstar, Vodafone Ukraine and lifecell) have informed the industry telecom regulator NKRZI about their interest in buying licenses for the additional 4G frequency range — 2.3 GHz. In this range, 40 MHz of spectrum is free.
After analyzing the demand, the regulator will propose to the Cabinet of Ministers to approve the amount of the license fee on the terms of the auction for each range that is currently being studied. In addition to 2.3 GHz, there are 2.1 GHz and 2.6 GHz bands. After that, the procedural part of the competition begins, which lasts about 4 months.
Currently, the nominal price for 1 MHz in the range of 2355-2400 MHz is UAH 985,000 in each region. Thus, the cost of a license for the 40 MHz band in 27 regions for a period of 5 years exceeds UAH 1 billion.
Currently, there is already one application for the 2.6 GHz band. “Cable TV Finance”, a subsidiary of Vodafone Ukraine, asked NKEK to cancel its license for the outdated “Multi-service radio access” technology in the 2575-2610 MHz band and to issue a new license in the same band in order to develop modern mobile technologies. If the demand for this range exceeds one application, a tender will have to be held.
At the same time, until February 15, the regulator accepted applications for interest in frequencies in the 2.1 GHz range. Previously, they belonged to the 3G operator “Trimob”.
