The VP and VRU offer additional contributions from UAH 6 to 20 thousand, business wants clear rules

Ukrainian officials are working on a new model of booking workers from mobilization. Volodymyr Zelenskyi announced changes in this direction at the beginning of February. The Office of the President and the VRU are preparing various reservation options, but all of them are tied to monetary contributions.

At the end of 2023, the VP began working on a new model of booking from mobilization. Deputy head of the VP Rostislav Shurma proposes such an idea. The company can book only those employees whose personal income tax (PIT) payment from their official salary is at least UAH 6,000. Therefore, a conscript must earn at least UAH 33,400 per month.

The VRU offers the possibility of booking employees regardless of their salary level. But the company has to pay a monthly fixed payment for each booked employee. Preliminary it is about UAH 20,000. Dmytro Natalukha, head of the economic committee of the VRU, is working on the draft law.

Both ideas are currently under discussion. The final decision on them should be adopted in the second reading of the bill on mobilization.

Yes, the OP concept has several options. In addition to the specified payment of at least UAH 6,000 personal income tax, there is also another option that is being considered by the president. It is proposed to take into account not only personal income tax, but also the military levy and the single social contribution. What amount of taxes is required for booking in this case remains to be seen.

The parliamentary concept has several variations. Various options for a fixed rate of additional payment from UAH 6,000 to UAH 30,000 are being considered. However, 20,000 hryvnias is the minimum salary for one soldier, so the economic committee stopped at this amount. It is noted that only 50% of conscripts from the state will be able to book using this mechanism. This approach can additionally bring to the budget from UAH 203 billion. up to UAH 520 billion, the economic committee calculated.

Currently, employee bookings are only available to businesses with critical status. This list is approved only at the level of the CMU. Thus, the current model is far from suitable for every business. At the same time, entrepreneurs demand clear booking principles that apply to all companies.

“Any system is better than the current one,” says Taras Moroz, founder of the Milk from the Farmer network.

The possibility of booking will allow to keep specialists in the country and return those who left, Ihor Nikonov, the founder of KAN Development, is confident. The company has 30-50 key employees who keep the company going. For example, chief engineer, chief specialist in electronics, ventilation, project managers, etc. Nikonov is primarily ready to book them. He is closer to the parliamentary concept, which introduces an additional monthly contribution for the employee, although it requires large costs.

Taras Panasenko, head of the Aurora chain of stores, supports this concept. He says that there are specialties with a low salary, but they are extremely important for the company. Although it may be difficult to explain to the team why they book this particular employee and not another.

At the same time, the concept of VP with reference to the amount of paid taxes from wages is supported in the “BRSM-Nafta” network, as it is more understandable and transparent from the point of view of the corrupt component. Small and medium-sized businesses are also more inclined to this option, because for small companies, monthly additional payments for one employee are too expensive. For example, entering export markets requires business trips for employees abroad. Five men is UAH 600,000 for six months, which a small company cannot afford.

Business representatives also offer a hybrid approach. Companies that are critical to the economy would reserve workers on the basis of taxes paid on their wages, others on the basis of additional payments. It is also proposed to rank contributions to the reservation of workers depending on the industry.

Despite the difference of opinion, entrepreneurs agree: the country needs clear and understandable reservation rules that will allow finding a balance between the needs of the military and the economy, and for businesses to be able to retain key people in their industries.
