On March 7, 2024, the Antimonopoly Committee of Ukraine granted permission to DVL Telecom (France) to acquire control over Datagroup Holding Limited (Cyprus) (Datagroup-Volya).

By this decision, permission was granted to the companies NJJ UPAM (France), Lorimer II Ventures Limited (Cyprus), DVL Telecom (France) and an individual – a citizen of Ukraine to take concerted actions in the form of non-competition provisions for a period of 5 years.

In addition, the committee considered applications for the acquisition of control by DVL Telecom over the Lifecell group (Lifecell LLC, Global Bilgi LLC, and Ukrtower LLC). In particular, during the review of applications for the acquisition of control by Lifecell LLC and Uktower LLC, grounds were found for the prohibition of the specified concentrations.

Considering that concentrations in the form of the acquisition by DVL Telecom of control over “Lifecell” LLC, “Ukrtower” LLC and “Global Bilgy” LLC constitute a single transaction and will take place in accordance with one sales contract, a separate permit for the acquisition of control by “DVL Telecom” over LLC “Global Bilgy” can also be provided by the committee.

Also, during the consideration of applications for the acquisition of control over the Lifecell Group by DVL Telecom, it became necessary to check the control relations of the participants of the concentration, in particular the Lifecell Group and the Turkcell Group, with the person to whom personal special economic and other restrictive measures (sanctions) were applied by the Council’s decision of national security and defense of Ukraine.
