As a result, the Arbitration Court ruled that the company had committed an administrative offense. According to the Rules for the provision of telephone services in Russia, the telecom operator is obliged to notify subscribers of changes in conditions through text messages, among other things.
The court stated that “the offense is characterized by the dismissive attitude of the interested person to the implementation of the licensed type of activity.” However, MTS got off with just a warning.
