In order to strengthen counteraction to information operations on the part of Russia, the Ministry of Culture and Information Policy of Ukraine, together with the Center for Strategic Communications and Information Security (TsSKIB), invites state bodies and public organizations to promote a unified position in terms of information security when interacting with US social networks and platforms. In particular, we are talking about the so-called Big Tech – Google, Amazon, Microsoft, Apple, Meta (Facebook and Instagram), Twitter, Linkedin, YouTube, Telegram.
The following positions are proposed for promotion by state institutions and public organizations:
Proactive opposition to organized information attacks by Russian propagandists and bot farms aimed at the Ukrainian segment of social networks. To facilitate the implementation of this paragraph, it is proposed to create a communication channel available to Ukrainian government bodies and public organizations. Such a channel will allow platforms to be promptly notified of the aforementioned information attacks.
Deactivation of social media accounts distributing Kremlin propaganda content (other than for journalistic purposes) or threatening Ukrainians or distributing war-justifying content.
Deletion of messages, suspension of accounts, algorithmic deprioritization of pages and messages that distribute content identical or very similar to those deleted in the past.
Real-time reporting of suspected or proven violations of Ukrainian law, human rights violations or coordinated information attacks detected by platforms to the Ukrainian authorities.
Retention by platforms of content and accounts removed due to violations of platform usage policies, including any evidence of war crimes and Kremlin-backed information operations, for further use by Ukrainian law enforcement agencies.
Checking new accounts or pages containing the names of Ukrainian politicians or institutions for potential impersonation of officials.
Monitoring accounts of Russian servicemen in Ukraine.
Monitor inactive accounts that may have been created in preparation for Russia’s information operation and may be used to spread disinformation and hate speech in the future.
Creation of an early warning system for active information and online attacks. This includes warning platforms of partners in the government of Ukraine and in civil society about detected accounts or networks of accounts that may operate as part of the information operations of the Russian Federation.
Continued prioritization of reliable Ukrainian sources in the news feed and content recommendation system.
Exemption of verified Ukrainian sources from automatic bans and restrictions.
Coverage of reliable information provided by the government for users located in areas of active conflict.
Consultations with the Ukrainian government and civil society, as well as their international partner organizations in a structured format, on the formation and implementation of internal policies of martial law platforms, in particular policies regarding disinformation, hate speech and the promotion of reliable and verified channels of information.
Expanding access for independent researchers to aggregated browsing and interaction data from public accounts with greater reach. Simplification of the content research system on platforms for expert organizations in order to identify disinformation narratives and hate speech.
Deplatformization of Russian propaganda sources. In particular, the removal of media pages controlled by the Kremlin; pages of propagandists, that is, pseudo-journalists working for media controlled by the Kremlin; removal of pages of Russian politicians and diplomats; deletion of pages of pseudo-authorities creating Russia in the temporarily occupied territories.
“The disclosure of the positions of joint efforts ( “one voice” ) of the Ukrainian government, public organizations and international partners is to ensure maximum transparency of the process. And the joint implementation of these principles will help in further negotiations with technical platforms in the field of preventing and countering information operations and the spread of disinformation by Russia. And not only in the Ukrainian-language segment of social networks, but also in foreign segments,” said the Minister of Culture and Information Policy Oleksandr Tkachenko.
