Deputy Minister of Defense of Ukraine for Digital Development, Digital Transformations and Digitalization Oleg Gaiduk announced the holding of the National Defense Hackathon at the initiative of the Ministry of Defense of Ukraine in cooperation with the General Staff of the Armed Forces of Ukraine, the National Security and Defense Council of Ukraine and with the support of American partners.
The tasks of the hackathon are the coordination of the efforts of the cyber community in the framework of the implementation of the tasks of the cyber defense of Ukraine, the organizational and legal framework for the activities of the cyber defense forces, the creation and implementation of leading solutions for cyber warfare.
As the Deputy Minister of Defense of Ukraine noted, over the past eight years, Russia has been waging a full-fledged cyber war against Ukraine, constantly increasing its offensive operations, using new types of cyber weapons, changing its tactics and mechanisms.
“Today, cyber attacks are a full-fledged component of the conventional war against Ukraine, as evidenced by the correlation of events in cyberspace with military operations in the physical world. Coordination of the destructive activity of Russian military hackers with North Korean, Chinese and Iranian allies is noted. Oleg Gaiduk emphasized.
It should be noted that from the first days of the active phase of the armed confrontation with Russia, domestic civil society has actively joined in the defense of Ukrainian cyberspace and counterattacks on hostile infrastructure. Acting as scattered, but highly professional groups, they launched a real guerrilla cyber war against the aggressor country, while significant success was achieved and myths about “invincible Russian hackers” were broken.
However, according to Oleg Gaiduk, the peculiarities of the existence of cyberspace refute the opinion about the expediency and effectiveness of harming the enemy under any conditions. The lack of coordination and a unified plan in massive attempts to damage the information infrastructure of Russia, in rare cases, led to the inadvertent disclosure of the relevant plans of Ukrainian cyber activists to the enemy and forced him to significantly strengthen his defense positions. This, to a certain extent, complicated the implementation of coordinated in time and expediency measures of the military forces of cyber defense in the cyberspace of the enemy.
“The creation of cybertroops has been identified by the Minister of Defense of Ukraine as one of the priority areas. Therefore, in order to combine the efforts of cyber volunteers and stimulate the best practices in the field of cyber defense, holding a National Defense Hackathon in Ukraine is a timely and relevant step to further repel Russian aggression and its allies. This will help support the ground operation of the Armed Forces of Ukraine, will allow to adopt new tools for cyber warfare and determine the most effective organizational and legal model of the cyber defense of the state,” the Deputy Minister of Defense of Ukraine summed up.
The announcement comes at a meeting of the National Cyber Security Cluster on Local Cyber Security: Regional Challenges and Border Protection, hosted by the National Cyber Security Clearing House in conjunction with the US Civilian Research and Development Foundation and supported by the US Department of State.
