On May 4, the Ukrainian delegation and the delegations of the partner countries in the OSCE staged a demarche in Austria and left the meeting hall after the beginning of the Belarusian chairmanship in the Organization’s Security Cooperation Forum – a body that deals with military-political issues (primarily arms control and confidence and security building).
At the end of April, by rotation, the chairmanship of the OSCE FBS passed to Belarus. However, before that, Ukraine and a number of other member states of the Organization signaled that today, when Belarus is a co-aggressor in Russia’s war against Ukraine, the state’s chairmanship in the OSCE’s decision-making body seems impossible.

On May 4, the Ukrainian delegation officially stated that it does not consider it possible to accept the fact that discussions in the OSCE Security Cooperation Forum will be chaired by Belarus and the agenda of this body will be determined by “a participating state that supports the ongoing full-scale war in the region.”
“The Republic of Belarus provided the Russian Federation with territory for a ground invasion of Ukraine. At least three regions of Ukraine – Kiev, Zhytomyr and Chernihiv – were attacked from the territory of Belarus,” the Ukrainian delegation said.
“We regret that Belarus has not abandoned its turn to head the FBS. The very fact of its chairmanship is an insult to the principles on which our organization is based,” the Ukrainian delegation added.
The representative of Ukraine also stated that this state of affairs makes it impossible for the delegation of the state to continue its usual participation in the meeting of the FBS under the chairmanship of Belarus and left the hall. The demarche was also supported by representatives of partner countries.
Note that the chairmanship of the FBS is on a rotational basis and lasts four months.
Recall that in April, a number of G20 officials staged a demarche to the Russian finance minister at a meeting of G20 finance ministers in Washington. The Russians did not want to listen and representatives of several countries, including Ukraine, defiantly left the hall.
