The company “Rostelecom” proposes to allow citizens to independently register in Unified biometric system and submit biometric data through a special application. Vedomosti writes about this. Now the initiative is being studied by the FSB and the Federal Service for Technical and Export Control (FSTEC).
The list of services that will be available with such a delivery of biometrics is still unknown. The exact list will be determined later in a separate regulatory legal act. The operator also clarified that it will not include high-risk services – opening accounts, deposits and issuing loans.
According to the Ministry of Digital Science, biometric identification is intended to simplify the use of various services by citizens. For example, passing exams, passing control at airports and confirming the right to free travel.
Unified biometric system started working in 2018. As of February 2021, it contains biometric data of 164 thousand Russians.
In a conversation with Vedomosti, experts pointed out that 164 thousand units of biometric data is too little for the all-Russian system. Because of this, banks and other companies cannot use it. Natalia Rakova, Head of Consulting Services for KPMG’s Financial Sector in Russia and the CIS, said the new approach could increase the system’s popularity.
