Parliament’s chief sleaze inquisitor must quit, says Owen Paterson

Owen Paterson has called on the parliamentary standards commissioner to quit after MPs declined to back a six-week suspension over the ruling that he breached lobbying rules.

But Kathryn Stone, the commissioner, vowed on Wednesday to stay in the post for another year, with a spokesperson telling The Telegraph she would carry on until the end of 2022.

On Wednesday, Boris Johnson succeeded in getting MPs to delay making a decision on the case of Mr Paterson, a Tory MP, until a new committee proposed changes to oversight rules.

But the move is at risk of backfiring after opposition parties vowed to boycott the new committee, throwing government hopes of creating a new appeals process for MPs into uncertainty.

The vote on an amendment proposing to delay a decision on Mr Paterson’s suspension and form the new committee passed the House of Commons by 250 votes to 232.

Tory rebellion

In total, 13 Tory MPs defied the Government to vote against the move and a further 98 Tories did not vote. Tory whips claimed around 60 of those had permission to miss the vote.

The scale of the Tory rebellion raises doubt about the depth of support for overhauling how investigations into MPs are overseen, with discomfort from some Conservatives emerging on Wednesday.

Mr Paterson, the former environment secretary, and his supporters on the Tory benches welcomed the vote, while critics claimed it amounted to double standards. 

Mr Paterson was found to have breached lobbying rules by seeking government meetings and rule changes while being a paid consultant for Randox and Lynn’s Country Foods.

He rejected the finding, with supporters arguing the policy changes he sought were in the public interest.

‘Report is full of inaccuracies’

Speaking to The Telegraph after the vote, Mr Paterson suggested the commissioner and members of the standards committee should consider their positions.

“Sadly they have not done a good job and come up with a rotten report which is full of inaccuracies. As far as I’m concerned, they all have to go,” Mr Paterson said.

Supporters of Ms Stone and members of the standards committee – made up of MPs and lay members – have argued against the suggestion of any wrongdoing in the case.

There had been speculation before the vote among some Tory figures that Ms Stone could step down in the coming months but her office ruled that out on Wednesday.

A spokesperson for Ms Stone told The Telegraph: “I can confirm that the commissioner’s term is due to finish in December 2022 and that the commissioner will be serving her full term.”

The new committee, created by the amendment, will consider whether to create a new appeals body, possibly involving a judge, to allow MPs to challenge rulings in such cases.

It was due to include opposition party MPs, but Labour, the SNP and the Liberal Democrats all made clear on Wednesday they would boycott the committee, making the next steps unclear.
