Experts examine war-damaged houses: compensation is planned with new housing, not money

The Verkhovna Rada is finalizing a bill providing for compensation for lost property not in money, but in square meters.

In Chernihiv, during the hostilities , 100 high-rise buildings were destroyed and more than half a thousand were damaged. Today, in addition to the destroyed houses in the city center, there are entire destroyed streets in the vicinity.

There are still remnants of rashist missiles in the gardens. So far, volunteers are helping the locals. The most demanded material here is film, bags for construction debris and nails. Where the houses stood still, there was still not a single surviving roof or window.

Now the city council of Chernihiv is allocating 30 million hryvnias from the city budget to replace windows, repair roofs and communications, but they are waiting for money from the state to restore private housing. That is why the help of volunteers is now so valuable.

And in the capital, a drone is being lifted over a soot-blackened high-rise building; in March, a Russian rocket fell here. Yuri’s task is to assess the damage to the house. “We can see the roof, it is practically not damaged, we went through some places from the inside, it is dangerous to go out on the floor panels. Visually, the panels look like a whole,” says Yury Hanusets, head of the production and technological group.

Pelagia is watching the process, her apartment on the third floor burned down when the blast wave damaged the gas requirement and started a fire. The woman says she spent the night in a neighboring house in a hairdressing salon where she worked. “As it banged, I ran to the window – I’m all homeless. The second day they allowed me to come in, I went in and looked. Tears, shock, what else can I say,” the woman says.

Meanwhile, the commission is sent to the woman’s apartment, there is a solid ashes – the furniture has turned into ashes, in the kitchen there are the remains of dishes and a charred stove.

At this stage, the review is only visual. Experts say fire often does more damage than blast. The high temperature during a fire spoils the concrete, the supporting structures lose their strength. A black coating of soot here gives hope – the house can be restored. “If the soot is already burned out, then there was a high temperature, that the soot had already taken up and burned out, if the soot did not burn out, then the temperature was not so high,” the experts explain.

“We need to evaluate the concrete instrumentally, perhaps we need to have reinforcement samples, perhaps we need to measure the width of the crack opening, which we are not doing at this stage yet,” the experts add.

Like Pelagia, the state promises to compensate for the losses. To do this, photos and videos of damaged housing must be entered into the Diya application. Such applications have already been registered by 117,000 Ukrainians, and this figure is growing daily. If there is no “Dії”, the application must be submitted to local governments or the military administration. Also contact the national police to open criminal proceedings on the fact of destruction or damage to property.

How exactly they will compensate for the losses – the government is only developing this issue, more than 200 houses were damaged in Kyiv alone.

“Among these buildings, there are up to 10 that have received significant damage to the structural elements of houses, load-bearing structures. And this is a priority group for some ongoing surveys. After that, we will begin designing restoration work, ”the City Council notes.

The assessment of the condition of buildings, which used to take several weeks, is now performed in a day. Photographing, examining, interviewing witnesses.

The high-rise building in Irpin was hit by Russian mines more than once, and several floors were engulfed by a car explosion. Experts are also conducting an examination here, they are accompanied by Nikolai, whose apartment here survived. “The biggest damage in my apartment is a fragment that flew in and broke the frame. He broke through the fridge and stayed inside. Roughly speaking, replace the window block and you can live in the apartment. This is if the water does not come with rain, ”the man says.

To save the surviving property from the rains, Nikolai developed a plan and united the neighbors. During the fire, the roof and attic apartments almost burned out. There, he proposes to equip a special structure from the film, which will not allow flooding the housing. “There are people who believe that tomorrow someone will give us a lot of money and someone will make us a house. And he will make amends, but I don’t really believe in it. Of course, I hope so, but I think if we don’t do something ourselves, we will face very big losses, ”says the man.

From the commission, Nikolai is waiting for conclusions on whether to take up work. Experts inspect all floors, but most of all they are interested in the epicenter of the fire. “We see floor slabs that are in disrepair and can no longer be restored, concrete is destroyed, excessive deformations. These boards need to be removed. There are no traces of a fire, there were such temperatures here that even soot and soot burn out, ”experts say.

In the apartment above – the same picture. The ceiling is in disrepair, the commission cannot yet make a final conclusion about the building. “In general, it is dangerous to stand. This is exactly the case when we cannot examine and conclude in a few hours, unfortunately, ”the experts say.

In Irpen, the commissions have already examined up to fifty houses, of which ten of them are subject to demolition. The state promises to compensate for the loss of housing not with money, but with square meters. Now the mechanism is being finalized on how exactly this will happen. But it is already clear that this will require hundreds of billions of hryvnias. “We are well aware that Ukraine will not have enough of its own funds and we will be assisted by various international institutions and organizations. I think not years, but let’s also set priorities, we also have hostilities and the first issue that is being resolved now is to drive the occupier out of the territory,” explains MP Olena Shulyak.

They want to buy new apartments from developers. We provided for the restoration of damaged houses and the possibility of obtaining housing in other regions.

But Pelagia does not want to go from her native Svyatoshino to Kyiv, the pensioner has lived here all her life. Now wandering around the neighbors. “We pray to God, I pray day and night that it will only be restored,” the woman says.
