In May, new rules came into force to provide assistance to internally displaced persons in Ukraine, ie people who have left their homes fleeing the war. Now only Ukrainians from certain regions, the list of which is approved by the government, will be entitled to assistance. Or those who have no housing left because of the war.
Shortly after the Russian invasion, the Cabinet of Ministers approved financial support for internally displaced persons. At first, it was said that all Ukrainians who left their homes but did not leave the country are entitled to such assistance on a monthly basis.
Each adult migrant could receive 2,000 hryvnias a month.
In the case of children and people with disabilities, the monthly allowance was UAH 3,000.
What has changed
A new government decision has limited the list of those eligible for assistance as internally displaced persons.
Now the money will be paid:
- Internally displaced persons whose homes remained in the area of hostilities, in the temporary occupation or in the environment.
- Internally displaced persons whose homes have been destroyed or unfit for habitation due to hostilities.
The list of regions and territorial communities from which people are entitled to assistance as IDPs is approved by the government.
The Ministry of Social Policy explained the changes by the fact that in the first months of the war, residents of the northern regions of Ukraine left their homes en masse. After all, Kyiv, Chernihiv region, northern Kyiv region, Sumy region, etc. were under occupation or under threat of capture.
Since the repulse of Russian troops, people have been able to gradually return to their homes, although local authorities in many regions, including Kyiv and the region, still do not recommend doing so.
All those who applied for assistance earlier will receive payments in March and April in full, according to the Ministry of Social Policy. But from May, only people from certain regions will be able to receive payments.
Which regions are eligible for IDP assistance?
The list, approved by the Ministry of Reintegration of the Temporarily Occupied Territories, includes 270 territorial communities from eight regions of Ukraine. These are regions where active fighting is taking place or where control has been temporarily seized by the Russian army.
- Donetsk region – the whole
- Luhansk region – the whole
- Kherson region – the whole
- Zaporizhia region – 49 out of 67 territorial communities
- Dnipropetrovsk region – 2 territorial communities in Kryvyi Rih district
- Mykolaiv region – 15 out of 52 territorial communities
- Odesa region – Vilkivka city territorial community in Izmail district
- Kharkiv region – 51 out of 56 territorial communities

How to get help as an IDP?
- You should be registered as internally displaced persons – this can be done in “Actions” or at a new place of residence in the nearest Center for Administrative Services (CNAP). You should also receive a certificate stating that you and your family members are internally displaced persons.
- If you are eligible for assistance as a person who lost your home due to the war, before applying for IDPs, you should apply for compensation for the loss of housing destroyed through “Action” or CNAP.
- You can also apply for assistance in person at the nearest CNAP or remotely at Actions.
- Funds are credited to your account according to the IBAN standard, which you must specify when applying.
How long will the benefit be paid?
The funds will be paid monthly during martial law and for another month after martial law is lifted.
