FSUE NAMI, controlled by the Ministry of Industry and Trade, became the only organization in Russia with the right to certify “simplified” cars. The Institute will single-handedly assess the compliance of vehicles with “simplified” requirements and issue appropriate conclusions. “Simplified” cars that do not have a number of familiar options and systems, the government allowed to produce in mid-May . Russian-assembled cars may no longer have ABS, ESP, airbags and seat belt pretensioners, and the ERA-GLONASS emergency response system may be deprived of the function of automatic operation after an accident. In addition, now all environmental standards are in force in Russia, ranging from the minimum “Euro-0” to the modern “Euro-5”. Cars can be equipped with even the dirtiest engines in terms of emissions that meet 1988 standards.
The basis for granting such powers to NAMI was the Decree of the Government of the Russian Federation of May 12, 2022 under No. 855, in which the Aurus car developer was given the right to “assess the compliance of wheeled vehicles (chassis) with technical requirements”, as well as conduct research, testing and measurements.
The document clearly states that only one organization, NAMI, is authorized to certify vehicles that are manufactured in accordance with the requirements of Decree No. 855. Accordingly, other certification centers are not entitled to assess the compliance of these vehicles with the established requirements.
