The departure of foreign manufacturers and the disruption of logistics led to the fact that since the beginning of the year, 9.5 thousand government procurements in the technology sector for a total amount of 27 billion rubles have not taken place in Russia. The most critical situation has developed in the field of design and development of IT solutions – there the volume of thwarted public procurement in money has grown by more than one and a half times. Kommersant writes about this with reference to the RTS-tender report on the statistics of implemented public procurements in the IT sector from January 1 to May 15, 2022.

The report says that for the same period last year, about 9 thousand public procurements worth 24 billion rubles did not take place. According to available data, about 1.1 thousand purchases were not made in the field of telecom services, 704 tenders in the field of IT solutions, 1.8 thousand purchases in the field of computer equipment management services.

Since the beginning of this year, more than 2,000 purchases worth 9 billion rubles have not been made in the field of design and development of IT solutions, which is 56% more in monetary terms than in the same period last year. “This is due to the general outflow of IT specialists, as well as the departure or partial closure of projects by foreign companies. There are few high-quality domestic software solutions ,” says Vladimir Lishenkov, CEO of RTS Tender.

The Russian Association for Electronic Communications reported on March 22 that between 50,000 and 70,000 IT specialists left Russia in the first wave of relocation. At that time, it was predicted that another 100,000 specialists would leave the country in April. In addition, over the past few months, many large IT companies, such as Microsoft, SAP, IBM, Oracle, etc., have left the Russian market. Software, as of May 20, only 13.4 thousand units.
