In a joint statement by the Ministry of Culture and Information Policy of Ukraine, the Ministry of Defense of Ukraine and media representatives, explanations were given for the time of publication of photos and videos of military facilities.

Thus, the statement says that media representatives can publish photos and videos of military facilities no earlier than 12 hours after the end of hostilities. And military administrations are advised to provide more information to the media about the destruction caused by the actions of the enemy , no later than 1 day after the incident.

“The Ukrainian state highly appreciates the selfless work of journalists, professionalism and fearlessness in covering Russian aggression against Ukraine. Six thousand accredited journalists since the large-scale invasion of Russian occupiers,” the ministries said in a statement.

“At the same time, it is important to remember that there is a war going on and for the sake of Victory, a balance should be struck between press access to events and the security of the state. Therefore, we appeal to all representatives of the fourth power with a call to strictly comply with the order of the Commander-in-Chief of the Armed Forces of Ukraine, General Valery Zaluzhny, dated March 3, 2022″ No. 73, which establishes the procedure for the admission of media representatives to military facilities in the area of hostilities for the period of martial law,” the ministries add.

In particular, the document defines the algorithm of actions of commanding types (forces), commanders of military units and units of the Armed Forces of Ukraine when working with representatives of civilian media.

Also, the procedure for accreditation of journalists of national and foreign media, the rules for the work of a media representative in the area of hostilities are determined.

Only accredited media representatives may be admitted to military installations in the area of combat operations with the permission of the unit commander.

This order also approved the rules for the work of a media representative in the area of combat operations, which are personally familiarized with by media representatives when issuing a press card to them.

In case of violation of these Rules, the accreditation of the relevant media representatives will be cancelled. We urge journalists to avoid disclosing information that could lead to enemy awareness of the actions of the defense forces and adversely affect the progress of the assigned tasks.

Military administrations are advised to provide more information to the media about the destruction caused by enemy actions no later than 1 day after the incident.

Representatives of the authorities and the journalistic community “Mediaruh” agreed that in order to comply with all necessary security conditions, journalists can collect information on the ground immediately after the shelling. At the same time, it is allowed to publish photos and videos taken by media representatives and journalists about the events at the site of hostilities after 12 hours for military facilities, after 3 hours for civilian facilities.

“In order to introduce a systemic dialogue and promote the professional activities of journalists during the state of war, the Ministry of Culture and Information Policy of Ukraine, together with the Ministry of Defense of Ukraine, will systematically hold meetings with media representatives,” the departments said.
