The Parliamentary Assembly of the Council of Europe at a meeting on April 28 adopted a resolution proposing to urgently create a special international tribunal to investigate war crimes of Russian aggression against Ukraine.
The PACE resolution notes that both the military-political leadership of Russia and those who directly committed crimes should be brought before the tribunal.
115 deputies voted for the corresponding document , there was not a single vote against it.
According to the resolution, the proposed tribunal should be empowered to investigate and prosecute the crime of aggression allegedly committed by the political and military leadership of the Russian Federation. The tribunal should also have the power to issue international warrants of arrest, without being limited by the immunity of the state or heads of state, government and other public officials.
According to the document, the tribunal should be created by a group of like-minded states in the form of a multilateral agreement approved by the UN General Assembly, with the support of the Council of Europe, the EU and other international organizations. The location is offered in Strasbourg.
The signatories of the resolution called on the UN General Assembly to support the creation of such a special international tribunal.
It should be noted that at the initiative of the Ukrainian delegation, the PACE resolution included a proposal to use the confiscated assets of sanctioned Russian citizens to compensate Ukraine and its citizens for the damage caused by the war.
Recall that the EU is developing a sixth package of sanctions against Russia and is considering various options for restrictions against the oil industry, including a ban on the import of certain petroleum products and taxation of imports.
